Government Elevates Kedrick Malone to Lead Commission of Inquiry Implementation
The Government of the Virgin Islands is actively progressing with the implementation of the Commission of Inquiry (COI) recommendations and has appointed Mr. Kedrick Malone to spearhead the initiative, serving as Ministerial Adviser in the role of Governance Reform Delivery Manager, Chief Adviser to the Premier, and Director of Strategy and Effectiveness from April 2 to March 2027.
Speaking on his new role, Mr. Malone affirmed, “It is an honour and privilege to serve the Territory at this crucial time as we work to overcome the challenges presented by the COI.” He expressed gratitude to Premier Wheatley for the confidence vested in him, pledging to wholeheartedly contribute towards the Territory’s recovery.
In his capacity as COI Delivery Manager, Mr. Malone assumes a multifaceted role. Central to his responsibilities is ensuring the timely and comprehensive implementation of COI recommendations. He will chair COI Steering Committee meetings and oversee the newly established Implementation Unit, tasked with tracking and managing the implementation process across ministries.
Moreover, Mr. Malone’s leadership extends to fostering collaboration and coherence within the government through the Tripartite Project Groups. These groups, comprising Ministers, the Deputy Governor, Junior Ministers, and senior public officers, will collectively address policy and operational coherence, resolving issues hindering the implementation of recommendations and reforms.
Mr. Malone brings a wealth of experience to this pivotal role, having served in various capacities within the Virgin Islands government, including Permanent Secretary in the Premier’s Office and Director of the Financial Services Implementation Unit. His expertise in public sector transformation and strategic planning positions him as a key asset in driving sustainable development and institutional reform.
With a Master of Business Administration and a Bachelor of Business Administration, Mr. Malone combines academic acumen with practical experience to navigate the intricate challenges ahead.
Two individuals were arrested in connection with a violent incident reported on November 8, 2024.
Melicia Bodkin, 30, of Huntums Ghut, was charged with wounding and damage to property on February 24, while Deschon Hodge, 31, was charged with assault occasioning actual bodily harm, being armed with an offensive weapon, and damage to property on February 26. Both have been granted bail and will appear in court in April.
Two separate stabbing incidents on Virgin Gorda last month have resulted in serious charges, including manslaughter and assault, as police continue to investigate violent crime on the island.
On March 25, Drew Farrell, 42, of The Valley, was arrested and charged with manslaughter in connection with a fatal stabbing that took place on March 20. The Royal Virgin Islands Police Force (RVIPF) has confirmed that the investigation into the incident remains ongoing.
Just days earlier, on March 16, a 17-year-old male—also from The Valley—was arrested and charged with assault occasioning actual bodily harm following a stabbing incident reported on March 15. Due to the suspect’s age, his identity has not been released.
The RVIPF has not indicated whether the two cases are related but has reiterated its commitment to addressing violent incidents across the territory.

Kurt Rabsatt, 39, of Old Plantation, was arrested on March 17 and charged in connection with a string of burglaries in the East End District.
On March 21, police charged Akim Stevens, 33, of Towers, West End, following multiple reports of break-ins in the Diamond, Anderson, and Spooners Estates areas. Residents had circulated video footage that aided in the investigation.
