BVI Allocates $101.3 Million to Communications and Works in Record 2026 Budget

The Ministry of Communications and Works is set to receive $101.3 million under the Government of the Virgin Islands’ 2026 budget, which totals $550.59 million, the largest in the territory’s history.

Premier and Minister of Finance Hon. Natalio D. Wheatley announced the allocation during his 2026 Budget Address, delivered under the theme “Pillars of Progress: Building a Sustainable Nation.” He said the distribution of funds across ministries was guided by the need to balance fiscal responsibility with national priorities while complying with the Public Finance Management Act and the Protocols for Effective Financial Management.

According to Premier Wheatley, the funds will support key projects in energy, water, transport, and technology, aimed at improving infrastructure, reducing costs, and promoting sustainable growth.

Water Infrastructure

Premier Wheatley said the Government, through the Ministry of Communications and Works, is working to rebuild the water distribution system following decades of underinvestment.
“An assessment of the water infrastructure was completed through a collaboration with Operators Without Borders, a Canadian non-profit,” Wheatley said. “The assessment revealed that many components of the system are inoperable and must be replaced. These include pump stations, pumps, pressure valves, and other critical fittings and fixtures essential for maintaining steady water flow and pressure. These are being procured.”

Transportation Expansion

The Premier also highlighted the planned expansion of the Terrance B. Lettsome International Airport, describing it as a strategic investment in the territory’s future.
“We are advancing our transportation infrastructure for sustainable growth,” he said. “The Cabinet, guided by the business case submitted by KPMG, has approved the expansion of the Terrance B. Lettsome International Airport, selecting a 7,000-foot runway extension to support larger aircraft and direct flights from major regions.”
The construction phase is expected to begin in 2026, following the completion of an Expression of Interest process to identify qualified partners.

Road Rehabilitation

Ongoing road rehabilitation projects were also cited among the ministry’s priorities.
“The Paraquita Bay to Hodge’s Creek route is almost complete and will be fully paved before year-end,” Wheatley said. “This also includes provisions for electrical conduits and new water transmission lines to ensure provisions for utilities.”
Additional projects are in various stages of procurement, including works in Sea Cow’s Bay, Fort Hill, Ridge Road, Windy Hill, Mount Healthy, and Sabbath Hill, while construction has commenced in Greenland, Shepherd’s Hill, and Georges Hallow.

The Ministry of Communications and Works will continue to focus on strengthening the territory’s infrastructure to international standards, ensuring reliable utilities and supporting improved quality of life for residents and visitors, Premier Wheatley said.
