Smith-Abbot and Bertie Confirmed as Permanent Secretaries in Major Ministries

The Government of the Virgin Islands has officially confirmed the appointments of Mr. Joseph Smith-Abbot and Ms. Tasha Bertie as Permanent Secretaries. Smith-Abbot will oversee the Ministry of Tourism, Culture, and Sustainable Development, while Bertie has been appointed to the Ministry of Health and Social Development. Both had been serving in acting roles before their permanent confirmations, which were made in accordance with Section 24 (1) of the Service Commission Regulations.

As Permanent Secretaries, Smith-Abbot and Bertie will play crucial roles in managing their respective ministries, ensuring the implementation of policies and legislative agendas. Deputy Governor David D. Archer Jr. emphasized the importance of their appointments, noting that both officials have demonstrated exceptional leadership during their acting terms.

“They have shaped the future of their ministries with valuable guidance,” Archer said. “I’ve witnessed their dedication and performance first-hand, and I’m confident they will continue to deliver strong results.”

Smith-Abbot brings a deep reservoir of experience to his new role, having previously served as Deputy Director and Director of the National Parks Trust, Deputy Secretary, and Acting Permanent Secretary in the Ministry of Natural Resources and Labour. Most recently, he acted as Permanent Secretary in the newly formed Ministry of Tourism, Culture, and Sustainable Development. Smith-Abbot holds a Bachelor of Arts and a Master of Science in Botany from the University of Wisconsin and additional certifications in management from the Chartered Management Institute.

“I’m grateful for the opportunity to lead in this capacity,” Smith-Abbot said. “The portfolios under my ministry are critical to the Territory’s success and sustainability, and I remain committed to their advancement.”

Ms. Bertie, meanwhile, expressed her appreciation for being appointed to the Ministry of Health and Social Development, a role she had previously held on an acting basis. She highlighted the challenges facing the Territory’s healthcare system but stressed her commitment to fostering a compassionate and effective service.

“This appointment comes at a pivotal time,” Bertie said. “Our mission is to build a cohesive system of health and social services that enhances human development and elevates the quality of life for all in the Virgin Islands.”

Bertie holds a Bachelor’s in Behavioral Science (Psychology) and an Associate Degree in Business Administration from Andrews University, as well as an Executive Diploma in Management from the Chartered Management Institute. She began her career as a Guidance Counsellor in the Department of Education before transitioning to the Ministry of Education, and later to the Ministry of Health and Social Development, where she served as Deputy Secretary.
