The Government of the Virgin Islands has invited tenders for the provision of insurance coverage for the Ralph T. O’Neal Administration Complex, located at 33 Administration Drive, Wickham’s Cay 1, Road Town, Tortola, British Virgin Islands. The required coverage includes Contractor’s All Risk, Public Liability, and Fire and Extended Perils, which encompasses storm and earthquake protection.

The Ministry of Communications and Works, acting on behalf of the government, seeks proposals from locally based insurance companies to provide these services. Prospective tenderers must meet specific criteria, including holding a valid licence to operate as an insurance company or agent in the British Virgin Islands and demonstrating compliance with tax, duty, and social security obligations.

Interested parties must submit a completed Form of Tender, a financial proposal, and proof of good standing with relevant governmental agencies. Additional documentation outlined in the tender instructions must also be provided. Failure to submit the required documentation will render a bid non-responsive.

Tender documents can be requested via email at procurement@gov.vg with the subject title “Insurance Coverage for the Ralph T. O’Neal Administration Complex.” Applicants are responsible for ensuring receipt of documents, as the government’s procurement mailbox does not provide automatic confirmations.

A virtual pre-tender meeting is scheduled for Thursday, 13th March, at 10:00 a.m. local time. Access credentials for the meeting will be provided to all prospective tenderers beforehand.

Tenders must be submitted in one original copy, three additional copies, and a flash drive containing all documents. The original tender should be placed in a sealed envelope marked “ORIGINAL,” while additional copies should be placed in a separate sealed envelope marked “COPIES.” These envelopes must then be placed in an outer envelope labelled “Tender for Insurance Coverage for the Ralph T. O’Neal Administration Complex” and addressed to the Chairman of the Central Tenders Board, Ministry of Finance, Procurement Unit, RFG Place 2nd Floor, Road Town, Tortola VG1110, British Virgin Islands.

The submission deadline is 10:00 a.m. local time on Tuesday, 1st April. Late submissions will not be accepted. The tenders will be opened at 11:45 a.m. on the same day at the Procurement Unit, Ministry of Finance, RFG Building, Road Town, and tenderers may witness the process via Webex.

The Government of the Virgin Islands reserves the right to reject any or all tenders and will not be responsible for any costs incurred by applicants in the preparation of their proposals.

Reports reaching JTV indicate that a property owner has begun erecting fencing poles along a section of the project in Hodges Creek, disrupting construction efforts.

According to a source, a lone individual broke in shortly before 4 a.m. and managed to steal an unconfirmed amount of cash, believed to have been the cashier’s float.

It is unclear how the suspect gained entry or if any arrests have been made.

Authorities have launched an investigation, and more details are expected to follow.

The Virgin Islands government has reaffirmed its commitment to combating financial crime and enhancing its financial regulatory framework as it implements the Virgin Islands National Action Plan. Premier Dr. the Honourable Natalio D. Wheatley shared key updates during the first government press conference of 2025, held on January 24.

“The Virgin Islands underwent a mutual evaluation review conducted by the International Monetary Fund on behalf of the Caribbean Financial Action Task Force,” said Premier Wheatley. “This process culminated in a comprehensive report published in February 2024, which outlines 64 specific actions necessary to enhance our AML, CFT, and CPF frameworks and policies.”

The National Action Plan, developed in response to the findings of the mutual evaluation, highlights the territory’s efforts to align with international anti-money laundering (AML), countering the financing of terrorism (CFT), and countering proliferation financing (CPF) standards. Premier Wheatley credited government agencies, law enforcement, competent authorities, and private sector partners for their contributions in driving significant progress.

“We are encouraged by the progress made so far in implementing the National Action Plan,” Premier Wheatley said. “Their collaboration has been instrumental in driving meaningful change and addressin

g the findings of the mutual evaluation.”

Significant legislative reforms and the publication of extensive guidance for the financial services sector were key priorities in 2024, with further reforms slated for 2025. Premier Wheatley emphasized that these measures are essential to maintaining compliance and governance in the financial sector.

As part of its outreach efforts, the government has led a “Commitment and Collaboration” series in partnership with the BVI Association of Compliance Officers, the BVI Association of Registered Agents, and other supervisory bodies. The next session is scheduled for February 13, 2025.

In addition, the government is preparing to launch a public awareness campaign under the theme “Business Done RIGHT”. RIGHT represents Responsibility, Integrity, Global honesty, and Transparency. Premier Wheatley noted, “This campaign is an important step in engaging and educating the public, fostering a collective effort across all demographics to combat financial crime in the Virgin Islands.”

Premier Wheatley highlighted the importance of the Asia-Pacific region as a key market for the Virgin Islands’ financial services industry. “The region generates significant business for the BVI,” he said. “We have built some strong relationships there which we must continue to strengthen. It is also important for us to ensure that we create awareness of our offerings and remind players why the BVI is the best place to do business.”

As the post-observation period for the mutual evaluation draws to a close, Premier Wheatley underscored the need for continued efforts to fully implement the National Action Plan.

“While much has been accomplished, there is still more to do,” he stated. “We remain steadfast in our resolve to execute the road map set out in the National Action Plan. I will continue to provide updates on our progress as we work to fully remediate the recommendations from the mutual evaluation and further strengthen the Virgin Islands’ AML, CFT, and CPF framework.”

The government of the Virgin Islands is taking renewed steps to redevelop Prospect Reef Resort, a property devastated during the 2017 hurricanes. At the first press conference of 2025, held on January 24, Premier Dr. the Honourable Natalio D. Wheatley announced a new initiative to attract investors.

“My government continues to persevere to ensure a business-friendly and secure environment,” Premier Wheatley stated. “You should take note that we just sent out the expression of interest for Prospect Reef and look forward to receiving expressions of interest. We continue to persevere to ensure business-friendly and secure environment compliance with regulatory demands, and provide the products and services that will attract business to the sector and maintain our competitive advantage.”

Prospect Reef Resort, once a flagship property of the territory, has been a symbol of both the potential and the challenges of post-hurricane redevelopment in the British Virgin Islands. After the hurricanes of 2017, the National Democratic Party (NDP) government signed a $90 million deal with ICA (BVI) Group Corp for its redevelopment. However, that agreement failed to come to fruition.

When the Virgin Islands Party assumed office, it pledged to seek new investors for the project. Nearly eight years later, this latest move represents a renewed push to breathe life into the property.

Premier Wheatley emphasised his administration’s focus on creating conditions that attract international investment, with compliance, innovation, and competitiveness being central to the strategy.

The 2025 Tourism Summit officially opened on Monday, 13 January, on Peter Island, bringing together industry leaders and stakeholders to discuss the future of tourism in the Virgin Islands. The two-day event, set amidst the stunning surroundings of the island, seeks to foster meaningful discussions and develop strategies to advance the territory’s tourism sector.

In her opening remarks, the Junior Minister for Tourism and Culture, Hon. Luce Hodge-Smith, highlighted the vital role tourism plays in the Virgin Islands’ economy. “Tourism is not only a key pillar of our economy but also a cornerstone of our identity,” she stated. “It impacts our communities, our livelihoods, and the overall quality of life for all residents.”

Reflecting on the history of the territory’s tourism development, Minister Hodge-Smith pointed to key milestones such as the enactment of the Tourism Ordinance and the establishment of renowned properties like Little Dix Bay. She also recognised the contributions of local pioneers, including Charles and Ginny Carey, the Christophers, Creques, O’Neals, and Wheatleys, whose entrepreneurial efforts have helped shape the Virgin Islands’ global reputation.

Minister Hodge-Smith stressed the importance of preserving the Virgin Islands’ natural resources. “Our lush landscapes, pristine beaches, and vibrant marine ecosystems are our most valuable assets,” she said. “It is our collective responsibility to protect these treasures through environmental conservation efforts and ensure that our communities remain clean, welcoming, and ready to serve our visitors.”

Looking ahead, the Minister outlined several strategies to sustain and enhance the tourism industry, including:

  • Expanding education and training to build local capacity, ensuring residents are equipped to meet the evolving demands of the global tourism market.
  • Embracing technological advancements, such as artificial intelligence, to improve operational efficiency and elevate the visitor experience.
  • Exploring new niches within the tourism sector, improving accessibility, and creating inclusive opportunities for all.

The Royal Virgin Islands Police Force (RVIPF) is investigating a series of shooting incidents that occurred overnight across Tortola, including the fatal shooting of a 20-year-old man in Purcell Estate.

Police confirm that Quentinn Noel, 20, was shot and killed near his residence shortly before 2:00 a.m. today. Detectives from the Major Incident Team, supported by other RVIPF units, are actively pursuing leads to solve the case, which has been designated a high-priority investigation.

In addition to the fatal shooting, officers responded to reports of gunfire at three other locations during the past 24 hours. Proactive efforts by the police led to the seizure of a significant quantity of ammunition and the arrest of an individual in connection with firearms-related offences.

Acting Commissioner of Police Jacquelyn Vanterpool will hold a press briefing at 4:00 p.m. today at Police Headquarters to provide updates on these incidents and outline ongoing efforts to address violent crime in the territory.

The RVIPF has emphasised the importance of community support in its investigations and is appealing to the public for information. Officers with the Royal Virgin Islands Police Force (RVIPF) are investigating the death of a man discovered unresponsive in a derelict vehicle in the Long Swamp area late on the evening of January 8.

The RVIPF responded to the scene shortly after 11 p.m. Upon arrival, they found the body of a man in a green, abandoned RAV4 SUV. The individual, identified as 68-year-old Courtney Fahie, was dressed in a blue plaid shirt and blue denim shorts. He was pronounced dead at the scene.

Authorities reported no visible signs of violence or suspicious markings on the body, but investigations into the circumstances of his death are ongoing.

The RVIPF has appealed to the public for any information that might assist the investigation. Anyone with knowledge about the incident is encouraged to contact the RVIPF at 368-9339 or use the non-emergency line at 311.
