Six new police vehicles have been added to the Royal Virgin Islands Police Force (RVIPF) fleet as part of ongoing efforts to strengthen law enforcement capacity in the Territory.

The force stated that the vehicles will support policing operations by improving mobility, response times and visibility across communities in the Virgin Islands.

“These additions form part of our continued efforts to enhance operational capacity and visibility across our communities,” the RVIPF said in a statement.

The vehicles are expected to be deployed on roads throughout the Territory as they begin active patrols in support of law enforcement duties.

The RVIPF also indicated that additional vehicles are expected to arrive in the coming months, further expanding the resources available to officers.

The Department of Immigration is seeking public assistance in locating  John Fredy Patarroyo Avellaneda, a Colombian national who arrived in the territory aboard the Norwegian Sky on April 7 and has not returned to the vessel or departed the territory legally.

According to a bulletin issued April 9 by the Ministry of Financial Services, Economic Development and Digital Transformation, Mr. Patarroyo Avellaneda was last known to be in the territory after disembarking from the cruise ship. Authorities said he has since failed to rejoin the ship or complete any recorded legal departure.

The bulletin urges members of the public to assist in determining his whereabouts. No additional details regarding his movements after arrival were provided.

Officials are asking anyone with information to contact the Department of Immigration at 468-4705 or 468-4754, or the Royal Virgin Islands Police Force hotline at 311.

Kyle Kabel, 26, of Valley, Virgin Gorda, has been charged by the Royal Virgin Islands Police Force following the recovery of a firearm and a quantity of suspected cannabis during a patrol on the island, police said.

Officers attached to the Virgin Gorda Police Station were on mobile patrol on March 27, when they observed Kabel behaving in a manner they considered suspicious near a local establishment. After approaching him, officers conducted a search and recovered a firearm from his person.

A subsequent search of a nearby vehicle, carried out in his presence, led to the discovery of a quantity of green vegetable matter suspected to be cannabis.

Kabel was later formally charged with carrying a firearm without a licence, unlawful possession of explosives, and unlawful possession of a controlled drug. Police said the firearm was identified as a Glock .45 handgun, along with five rounds of .45 calibre ammunition, and approximately 31 grams of cannabis.

He appeared before the Magistrate’s Court and was remanded to His Majesty’s Prison until May 2026.

The Royal Virgin Islands Police Force said it continues to take what it described as a “zero-tolerance approach” to illegal firearms and controlled drugs.

Police are urging anyone with information related to illegal firearms or drug activity to contact the RVIPF Intelligence Unit at 368-9339 or provide anonymous tips through Crime Stoppers at 800-8477 or 284-800-8477 from overseas.

The Royal Virgin Islands Police Force has identified the officer found dead at the Cane Garden Bay Police Station as Police Constable Dikembe Vanterpool, confirming his passing in an official statement issued on March 27.

The force said it was “deeply saddened by the sudden passing” of Mr. Vanterpool, who was found unresponsive earlier that day at the station, where he resided in the barracks. He was pronounced dead at the scene.

Acting Commissioner of Police Richard Ullger said the circumstances surrounding the death remain unclear. “The circumstances surrounding his death are unclear at this time, and an investigation is underway,” he said.

Mr. Vanterpool joined the Royal Virgin Islands Police Force on Aug. 16, 2019, as part of Cohort 4 of local training. The force said he served with dedication and maintained a strong commitment to public safety throughout his tenure.

No additional details were immediately released, including the cause of death or whether foul play is suspected.

Investigation Underway, Acting Commissioner Ullger Says

An officer of the Royal Virgin Islands Police Force was found unresponsive earlier today at the Cane Garden Bay Police Station, where he resided in the barracks, Acting Commissioner Richard Ullger said in a statement. The officer was pronounced dead at the scene.

Anthony Chinnery, 49, of New Bush, and Uriel Frett, 67, of Long Look, have been charged with multiple weapons-related offenses following separate police operations in February, according to the Royal Virgin Islands Police Force.

Mr. Chinnery was arrested on Feb. 24 after officers executed a search warrant at his residence. He was charged with possession of a prohibited weapon and three counts of possession of an offensive weapon. He was granted bail of $2,500 and is scheduled to appear before the Magistrate’s Court on April 9.

Mr. Frett was arrested on Feb. 5 after a search warrant was executed at his residence. He was charged with keeping an air gun without a license and unlawful possession of explosives. He was granted bail of $1,500 and is scheduled to appear on March 19.

A 16-year-old male of Handsome Bay, Virgin Gorda, and Dimitri Sprauve, 21, of Lower Estate, have been charged in separate incidents involving traffic and property-related offenses reported in February, according to the Royal Virgin Islands Police Force.

The 16-year-old was charged in two separate matters stemming from incidents reported on Feb. 9. In one matter, the minor was charged with criminal damage, driving without a driver’s license and taking conveyance without authority. In a separate incident, he was charged with criminal damage, driving without a driver’s license and leaving the scene of an accident.

Mr. Sprauve was arrested on Feb. 23 and charged with a reckless and negligent act following an incident along DeCastro Street. Police said he was also issued tickets for failing to comply with a no-entry sign and failing to pull to the left of the roadway at the sound of a siren during routine patrols.

He was granted bail in the sum of $10,000 and is scheduled to appear before the Magistrate’s Court on April 9.

Akeam Creque, 38, of Valley, Virgin Gorda; Samuel Peter, 48, of Little Dix Hill; and Jeremy Vanterpool, 20, and Nathaniel Vanterpool, both of Main Street, have been charged in separate assault-related incidents reported in February, according to the Royal Virgin Islands Police Force.

Mr. Creque was arrested on Feb. 28 and charged with wounding and being armed with an offensive weapon following an altercation reported the same day. He was granted bail in the sum of $10,000 and is scheduled to appear before the Magistrate’s Court on April 20.

Mr. Peter was arrested on Feb. 27 and charged with assault occasioning actual bodily harm and being armed with an offensive weapon in connection with a report made on Jan. 11. He was granted bail of $5,000 and is scheduled to appear on April 9.

Jeremy Vanterpool and Nathaniel Vanterpool were arrested on Feb. 9 and charged with theft and common assault following an incident reported the same day. Both men were granted bail in the amount of $5,000 and are scheduled to appear before the Magistrate’s Court on March 26.

Police are urgently searching for the driver involved in a dramatic hit-and-run collision that left a female pedestrian injured after she was struck and flung into the air along the Dual Carriage Highway Thursday night.

According to the Royal Virgin Islands Police Force (RVIPF), the incident occurred shortly after 8:00 p.m. on February 19, 2026, in the vicinity of Delta Gas Station in Pasea Estate.

Preliminary reports indicate that the woman was crossing the eastbound lane of the roadway when she was struck by a vehicle traveling west to east. Although the driver reportedly attempted to brake, the vehicle was unable to avoid impact. The force of the collision sent the pedestrian airborne before she crashed onto the roadway.

In a troubling development, the vehicle did not stop. Instead, the driver fled the scene immediately after the collision, leaving the injured woman lying on the highway.

Emergency Medical Services responded swiftly and transported the victim to Dr. Orlando Smith Hospital for treatment. Her condition remains unknown at this time.

The RVIPF has launched an active investigation into the hit-and-run and is appealing to members of the public who may have witnessed the incident or have information that could help identify the vehicle or driver involved.

Anyone with information is urged to contact the RVIPF Intelligence Unit at 368-9339 or provide anonymous tips through Crime Stoppers at 800-8477 (TIPS).

Police say further updates will be provided as the investigation continues.
