Senior officials of the Royal Virgin Islands Police Force (RVIPF) have begun patrolling alongside officers as part of an effort to increase public engagement and reinforce community policing initiatives.

The initiative, which began in December 2024, was outlined Thursday during the RVIPF’s first press conference of the year. Acting Commissioner of Police Jacqueline Vanterpool said the effort is designed to create stronger connections between law enforcement and the public.

“While senior management may not be present daily, their scheduled participation reinforces our shared commitment to listening, understanding, and supporting the community,” Vanterpool said.

The patrols involve members of senior management, police constables, and auxiliary officers walking through communities, greeting residents, speaking with business owners, and engaging with tourists. The initiative aims to enhance police visibility and accessibility.

So far, the presence of senior officials in patrols has drawn positive reactions from community members, who have engaged in discussions with officers on various concerns. The effort is part of a broader push to strengthen relationships between law enforcement and the public.

The RVIPF has not set an end date for the initiative, stating that it will continue as part of the force’s commitment to maintaining public safety and fostering community partnerships.

A South African national was charged with manslaughter following a tragic marine collision that claimed the life of 39-year-old Stephen Cross Jr.

Lesley Joubert, 36, was taken into custody by officers of the Royal Virgin Islands Police Force (RVIPF) as part of their investigation into the incident. He appeared before the Magistrate’s Court and was granted bail set at $120,000 in cash. Joubert is expected to return to court on Tuesday, 11 February 2025.

The tragic event occurred on the evening of Friday, 22 November, near Saba Rock. Initial reports indicate that a 21-foot rigid-hulled inflatable boat (RHIB) collided with a dinghy, causing severe injuries to Mr. Cross, a resident of St. Thomas, USVI.

Cross was rushed to the Nurse Iris O’Neal Clinic before being transferred to the Dr. Orlando Smith Hospital for advanced treatment. Despite the efforts of medical personnel, he succumbed to his injuries.

As investigations continue, the authorities have urged members of the public with any information relevant to the case to come forward.

The RVIPF assured the public that comprehensive investigations are underway to uncover the full circumstances surrounding the accident.

A 17-year-old male from Jost Van Dyke has been arrested and charged in connection with multiple burglaries in Butu Mountain, East End, Great Mountain, and Mount Healthy.

The young suspect faces four counts of burglary and one charge of criminal damage, marking a significant development in the RVIPF’s efforts to combat crime in the region.

“This arrest demonstrates our commitment to addressing the concerns of our residents and ensuring that offenders are held accountable,” said Acting Commissioner of Police Jacqueline Vanterpool. Governor Daniel Pruce has announced the suspension of the recruitment process for a new Commissioner of the Royal Virgin Islands Police Force (RVIPF), citing the changing and increasingly complex security challenges facing the Territory. Governor Pruce explained that this decision would allow the RVIPF to refine its leadership requirements to better meet these demands.

“We began the recruitment process earlier this year, aiming to have a new Commissioner in place by the end of November,” Pruce stated. “However, after careful consideration, I have decided to suspend that process.”

The decision will create a temporary leadership gap following the conclusion of Commissioner Mark Collins’ contract next month. Governor Pruce indicated that he will rely on the senior leadership team within the RVIPF to ensure continuity during the interim period. Additionally, he plans to “seek additional reinforcements at the senior level” to support the team through this transition.

In explaining his decision, Governor Pruce referred to an ongoing law enforcement review conducted by His Majesty’s Inspectorate of Constabulary, Fire, and Rescue Services. The review’s first volume has already delivered 138 recommendations, many of which impact the RVIPF, with further recommendations expected in a second volume due in the coming months. “These recommendations will shape the future of the RVIPF for years to come,” Pruce noted.

The evolving nature of the Territory’s security needs has shifted the qualities now required for the next Commissioner, Pruce explained. “We need someone who can lead a mission-critical organisation through a complex strategic transformation while delivering improved operational outcomes,” he said. “The assessments have shown that the qualities required in this role differ from those we initially sought.”

As a result, the recruitment process will be redefined with updated qualifications and skills before relaunching. “I intend to begin the new process as soon as possible,” Pruce added, thanking those who had already applied and inviting them to reapply under the new specifications.

This announcement comes as the RVIPF and other law enforcement agencies confront increasing security challenges across the Territory. “The police are at the centre of our security efforts,” Pruce said, describing the appointment of a new Commissioner as “likely the single most important security decision I will make during my tenure as Governor.”

Governor Pruce concluded with a direct message to RVIPF officers, recognising their dedication and commitment. “You are a remarkable body of committed men and women who deserve outstanding leadership. I owe it to you, and to all the people of the Virgin Islands, to ensure I get it right,” he affirmed.

Sources report that Deputy Commissioners Jacqueline Vanterpool and St. Clair Amory were among those who applied for the position.

In response to incidents of extreme misconduct on campus, Elmore Stoutt High School (ESHS) has suspended in-person classes for Friday, May 3, 2024.

The decision was made in consultation with the Royal Virgin Islands Police Force (RVIPF) to ensure the safety and well-being of students, faculty, and staff.

In a letter addressed to parents and guardians, dated May 2nd, 2024, the ESHS administration expressed their deep concern for the safety and well-being of students, faculty and staff. “Our primary concern is the safety and well-being of our students, faculty, and staff,” the letter read. “By transitioning to remote learning on Friday, May 3rd, we aim to provide a secure environment for all while facilitating the ongoing investigation by the police.”

The swift and decisive action was taken by the Ministry, in consultation with law enforcement officials.

“We sincerely appreciate your understanding and support during this time,” the letter continued. “The Ministry remains committed to ensuring a safe and conducive learning environment for all students at the Elmore Stoutt High School.”

The Ministry of Education, overseeing ESHS, aims to provide a secure environment while facilitating the ongoing investigation by law enforcement.
