Premier Dr. the Honourable Natalio D. Wheatley on Thursday, April 9, tabled a report in the House of Assembly outlining proposed constitutional reforms that include transferring several key powers from the Governor to the elected government.

The report, titled A Report of the Committee of the Whole House, sets out the House’s position on recommendations from the 2022–2023 Constitutional Review Commission and includes proposals to pursue the devolution of responsibilities such as internal security, public service administration and the administration of the courts.

The proposals form part of the territory’s ongoing constitutional review process and reflect efforts to expand local decision-making authority within the existing constitutional relationship between the Virgin Islands and the United Kingdom.

Under the current Constitution, which came into force in 2007, the Governor retains responsibility for areas including internal security, defence and aspects of public administration, acting on behalf of the United Kingdom Government.

The report reflects the collective position of the House of Assembly following its review of 57 recommendations made by the Constitutional Review Commission. Of those, 22 recommendations would result in constitutional amendments, along with five additional matters raised by the House, bringing the total number of proposed amendments to 27.

Members of the House agreed to pursue the transfer of certain reserved powers while emphasising that governance arrangements must remain workable and sustainable over time.

The constitutional review process follows broader governance discussions in the territory, including recommendations from the 2022 Commission of Inquiry, which examined the structure and accountability of public administration in the Virgin Islands.

In addition to the proposed devolution of powers, the report outlines reforms aimed at strengthening democratic accountability, clarifying executive authority and improving institutional effectiveness, including changes to legislative procedures and the role of the Cabinet.

The document also includes proposals related to the territory’s long-term constitutional development, including a requirement to hold a referendum on its political status no later than 2031.

The report does not enact constitutional changes but establishes the House of Assembly’s agreed position as discussions continue on potential amendments to the Virgin Islands Constitution.

A new regulatory framework governing access to beneficial ownership information in the British Virgin Islands (BVI) officially took effect on July 1. The implementation of the legitimate interest regime marks a significant shift in how non-law enforcement entities may request access to corporate ownership data.

Premier Natalio D. Wheatley announced the change during a recent press briefing, describing the reform as a “measured, responsible approach to transparency and access.”

Under the new regime, UK law enforcement authorities will continue to have uninterrupted, round-the-clock access to beneficial ownership data through the existing Economic Deterrence Initiative. This arrangement, which predates the new framework, remains unchanged.

What has changed is the potential access for external parties, including regulatory bodies or investigative agencies outside of the law enforcement context. Such access will now be governed by a “legitimate interest” test, requiring each request to demonstrate a clear and lawful basis tied specifically to the prevention or investigation of financial crime.

“Each request will be rigorously reviewed,” Premier Wheatley stated. “If it meets the legal test, it will be approved. If not, it will be rejected.”

The Government has also introduced safeguards, including provisions for notifying companies when their data is requested, where deemed appropriate.

A transitional period is currently underway to allow for system testing, issuance of guidance, and population of the platform. Officials say the phased rollout will ensure that the framework operates efficiently and remains compliant with both domestic law and international standards.

“This regime is not about denying access,” Premier Wheatley explained. “It is about protecting individual privacy, safety, and constitutional rights.”

The BVI’s previous system—commonly known as the “BOSSs” (Beneficial Ownership Secure Search system)—was regarded as a model of secure data sharing. Authorities expect the upgraded structure to maintain, if not exceed, those standards.

Premier Wheatley concluded, “Reform of this nature is complex and must be done deliberately and correctly. This is not about doing less—it is about doing it right.”

The new legitimate interest regime forms part of a broader package of governance reforms underway in the Virgin Islands and aligns with ongoing commitments to strengthen international cooperation in the fight against illicit finance.

Premier Natalio D. Wheatley has defended his administration’s handling of the financial and operational challenges facing the BVI Health Services Authority (BVIHSA), insisting that issues with the National Health Insurance (NHI) scheme and hospital funding were inherited and are being actively addressed.

During an interview on JTV’s The Big Story with Cathy Richards on March 11, Premier Wheatley pushed back against claims that his government has not invested adequately in the territory’s healthcare system. He pointed out that the government’s subvention to the hospital has nearly tripled since the construction of the new facility, increasing from approximately $15 million to $42 million annually.

“To make it seem as though we’re not putting money into the hospital is ridiculous,” Wheatley stated. “Healthcare can make any country go broke, and you cannot fund the hospital outside of having a proper national hea

The Premier emphasized the need to reform NHI to better serve the public healthcare system. He noted that while the NHI has largely benefited private sector providers, the hospital receives a fixed amount annually, regardless of the services it provides. He described this funding model as unsustainable and in need of urgent restructuring.

“Part of the problem we have with the hospital is that they get a global figure. That $42 million is not in exchange for any services or goods they provide,” he explained. “When private sector providers charge NHI, they do so per service provided. The hospital, on the other hand, gets the same figure no matter how much service it provides. That just doesn’t make any sense, and that’s something we have to fix.”

Wheatley assured the public that efforts are underway to address these structural deficiencies. He cited the reactivation of the contract committee, as well as legislative amendments being prepared to modify the NHI framework in a way that allows the public hospital to benefit more equitably. He stressed that these issues have existed for years and did not originate under his administration.

“Persons think the challenges at the hospital just started, but think again,” he said. “They’ve been happening for some time, and it’s our responsibility to fix them. We don’t run away from that responsibility.”

Responding to concerns about transparency and accountability, Premier Wheatley urged the public to stay engaged with the government’s efforts. He encouraged residents to attend public meetings and contribute to ongoing discussions about the future of healthcare in the BVI.

“The Minister of Health gives updates all the time, but the question is, do we listen when he gives them?” he asked. “We can always do more to address these challenges, but we need all hands on deck.”

As the government moves forward with its healthcare reform initiatives, the Premier called on the community to take an active role in supporting improvements, citing the contributions of civic organizations such as Rotary and the Lions Club as examples of meaningful engagement.

“We want to see things done, and we are telling the entire territory that we need to work together to make it happen,” he concluded.

The Premier’s remarks come amid growing public concern about the state of the territory’s healthcare system, with many residents calling for immediate action to resolve long-standing issues at the hospital and within the NHI scheme.

The government’s proposed reforms are expected to be debated in the House of Assembly in the coming months.

Dismissed Deputy Premier Lorna Smith OBE stated that she was notified of her removal from the government via a letter on Tuesday morning, October 23, from Premier Dr Natalio Wheatley.

In a statement to the media regarding her upcoming press conference, she said, “At approximately 8:00 a.m. this morning, I received a letter from the Hon Premier stating he requested that His

Excellency the Governor revoke my appointment as Deputy Premier and Minister of Financial Services, Labour and Trade.”

In a virtual statement on Tuesday morning, the Premier thanked Smith for her service, adding, “I do so with a heavy heart. She did not give me the confidence that she would remain with my administration for the duration of this term.”

Former Virgin Islands Party (VIP) member and Third District representative Julian Fraser has now taken on the role of Deputy Premier. Fraser remains the chairman of the Progressives United party but has aligned himself with the Virgin Islands Party, where he was a longtime member.

Governor David Pruce signed the instruments of appointment on Tuesday, and Fraser was officially sworn in.

The Premier emphasised that “this is a necessary change to the composition of the government that provides my administration with political stability and a wealth of knowledge and experience which will serve us well over the course of the remainder of this House of Assembly. Political stability is critical at this time to ensure we finalise the completion of governance reforms and effectively address the recommendations of the mutual evaluation report.”

Smith, who won the Territorial-At-Large vote for the National Democratic Party (NDP) in the April 2023 general elections, had previously switched her allegiance to assist the ruling VIP in forming a government. She also held the portfolio for Financial Services, Labour, and Trade.

Having resigned from the NDP, the former first lady is now an independent opposition member.

British Virgin Islands Premier Natalio Wheatley has requested the removal of an opposition no-confidence motion from the House of Assembly’s Order Paper, citing procedural inaccuracies in its submission.

The motion, which seeks the dissolution of the current Fifth House of Assembly and calls for new elections, has created a tense atmosphere in the proceedings on September 3.

The Leader of the Opposition, Ronnie Skelton, is barred from introducing the motion, which criticises Premier Wheatley and Finance Minister for a series of alleged failures.

His Excellency the Governor, Daniel Pruce, has issued an “All Clear” for the Virgin Islands following the passage of Hurricane Ernesto, signaling that the immediate threat has subsided.

Governor Pruce confirmed that, after consultations with the National Emergency Operations Centre and Premier Natalio D. Wheatley, it is now generally safe for residents to move about. Government offices are scheduled to reopen tomorrow, August 15.

“This means that it is generally safe to move about, and that Government offices will re-open tomorrow, but we should all still use caution,” Governor Pruce stated. He advised motorists to be aware of potential hazards such as ponding on roads and scattered debris, and urged mariners to remain vigilant, as rough seas are expected to persist for the next few days.

While a full assessment of the damage caused by Hurricane Ernesto is still underway, initial reports indicate that the storm inflicted significant damage across the islands. The Territory experienced sustained winds of 48 miles per hour, with gusts reaching up to 80 miles per hour. Rainfall averaged five inches, with some areas receiving as much as eight inches.

The Governor acknowledged the impact of flooding on homes and businesses, as well as the widespread property damage caused by strong winds, high waves, and downed trees. “Many have been impacted by flooding, and will need time to repair and restore their homes or businesses,” he said.

Power has been restored in Road Town and Central Tortola, but Governor Pruce cautioned that it may take time for the entire Territory to be fully reconnected. He also urged residents to check on friends and neighbours, particularly those who may be vulnerable.

As the Territory moves into the peak of hurricane season, Governor Pruce stressed the importance of preparation. “I have one more request: As we head into the busiest period of the hurricane season, I ask everyone to consider how they can prepare for the next storm and take steps to be ready,” he advised.

In the aftermath of Tropical Storm Ernesto, the Virgin Islands is entering the recovery phase, with extensive efforts underway to restore normalcy across the Territory. The storm, which swept through with heavy rain and strong winds, left behind a trail of downed trees, power lines and debris, obstructing roads and disrupting services.

Premier Honourable Dr. Natalio D. Wheatley in a statement today, August 14,  provided an update on the recovery operations.

“I hope and pray you have all made it safely through the worst of Ernesto,” Premier Wheatley said, underscoring the seriousness of the storm’s impact. He confirmed that crews from the Public Works Department, the BVI Electricity Corporation (BVIEC), and telecommunications providers are actively working to clear the roads and restore essential services.

The Premier also acknowledged the critical role of district representatives and heavy equipment operators who have been instrumental in assisting their communities during this challenging time. “I acknowledge the district representatives and the heavy equipment operators who are assisting their communities at this time,” he noted.

As the Territory begins to recover, Premier Wheatley urged residents to prioritize safety by remaining indoors until an official all-clear is given. “Please protect your safety and the safety of our essential workers and allow these crews time to do their work,” he advised.

The British Virgin Islands (BVI) and the United Nations (UN) are working together to enhance the access of several Eastern Caribbean governments to development finance for sustainable development and climate resilience.

This collaboration was highlighted during a recent ‘Policy Dialogue on Improving Access to Development Finance in Eastern Caribbean Overseas Territories’ hosted by the BVI Government and co-Chaired with the UN Resident Coordinator’s Office for Barbados and the Eastern Caribbean (RCO) ahead of the upcoming Fourth International Conference on Small Island Developing States (SIDS4) in Antigua and Barbuda from from May 27 – 30.
According to a May 20 government statement, talks focused on the governments of Anguilla, BVI, and Montserrat and other Eastern Caribbean Overseas Territories, which are striving to achieve the Sustainable Development Goals (SDGs) by 2030, but currently do not qualify for certain types of financing.
Nearly eighty participants from fourteen UN agencies, the Caribbean Development Bank (CDB), the Organisation of Eastern Caribbean States (OECS), the UK Government, the Aruba Government, and the Governments of Anguilla, BVI and Montserrat attended the event.
They focused on the challenges faced by these territories due to their limited access to concessional financing, grants, and climate finance, which hampers their efforts to build sustainable and climate-resilient societies.
Speaking on the success of the Policy Dialogue, BVI Representative to the UN in Latin America and the Caribbean Special Envoy Benito Wheatley stressed that  “This was a very important step in the collaborative efforts by the BVI, UN and other development partners to unlock the development finance needed by Eastern Caribbean Overseas Territories and other SIDS for their sustainable development and climate resilience. There is much more work to be done to address this issue if we are to successfully adapt to climate change, achieve the SDGs by 2030, and leave no one behind. The BVI will continue to advocate on behalf of the Associate Members of the UN regional commissions.”
Participants emphasised the high vulnerability of Anguilla, BVI and Montserrat to external shocks such as hurricanes, noting that  this vulnerability should be a significant factor for international donors, development partners, international organisations, and development banks when considering eligibility for development finance.
Other funding sources discussed included green finance (such as green and blue bonds), private climate finance, adaptation finance, and blended finance.
At the end of the meeting, participants also pledged to strengthen advocacy efforts at regional and international levels to secure such access.

The Crown Lands Management Bill, recently introduced by the Virgin Islands government, under the leadership of the Honourable Dr. Natalio Wheatley, Premier and Minister of Finance, is set to transform the utilisation and safeguarding of land resources for the future.

Premier Wheatley, in his address to the House of Assembly on May 2,  described the bill as more than just legal statutes but as a visionary roadmap towards sustainable development, social equity, and environmental stewardship.

“At the core of this bill lies a commitment to transparency and the interests of the community,” declared Premier Wheatley. “We have carefully crafted these regulations to reflect our historical context, current challenges, and aspirations for the future.”

The bill sets out strict criteria and processes for the disposal and leasing of Crown Lands, ensuring decisions are made transparently and in the best interest of the community. Key components of the legislation include sustainability, affordability, suitability for development, eligibility criteria and responsible management.

Furthermore, the bill mandates the establishment of a comprehensive Land Use Plan, a strategic tool to guide future land allocation and mitigate the adverse impacts of unsuitable development.

Dr. Ronald Smith-Berkeley, Permanent Secretary in the Ministry of Environment, Natural Resources, and Climate Change, echoed Premier Wheatley’s sentiments, urging residents to familiarise themselves with the bill’s contents.

“The Virgin Islands Crown Lands Management Bill is crucial in shaping our collective future,” remarked Dr. Smith-Berkeley. “It is imperative for every member of our community to engage with this legislation, as it holds the key to our development and prosperity.”

The bill, which governs the administration, management, development, and use of all Crown lands, has already garnered attention and anticipation among residents. To encourage public participation, the government has made the bill accessible on the official Government of the Virgin Islands website, bvi.gov.vg, inviting feedback and comments from citizens.

Reggae heavyweights Tarrus Riley and Protoje are set to take center stage at the highly anticipated One VI Music Fest.

The lineup was revealed today, April 16, during a press conference where Premier Natalio D. Wheatley announced his financial backing for the event, underscoring government’s commitment to promoting arts and entertainment in the territory.
