A South African national has been charged with manslaughter following a tragic marine collision that claimed the life of a 39-year-old resident of St. Thomas, USVI.

Lesley Joubert, 36, was taken into custody by officers of the Royal Virgin Islands Police Force (RVIPF) on November 23, as part of their investigation into the incident.

Joubert appeared before the Magistrate’s Court, where he was granted bail set at $120,000 in cash. He is scheduled to return to court on February 11, 2025.

The fatal collision occurred on the evening of Friday, November 22, near Saba Rock. Preliminary reports indicate that a 21-foot rigid-hulled inflatable boat (RHIB) collided with a dinghy, resulting in severe injuries to Stephen Cross Jr., 39.

Cross was initially treated at the Nurse Iris O’Neal Clinic before being transferred to the Dr. Orlando Smith Hospital for advanced care. Despite the efforts of medical personnel, he tragically succumbed to his injuries.

Authorities have urged the public to come forward with any information that may assist in uncovering the full circumstances surrounding the collision.
