Just over a year after pleading guilty in the high-profile drug trafficking case, Oleanvine Pickering Maynard, the former Managing Director of the BVI Ports Authority, is set to walk free much earlier than expected. But why?

According to the Federal Bureau of Prisons (BOP), Maynard, 63, who is currently incarcerated at Baltimore RRM, is scheduled for release on March 21—a short cry from the nine-year sentence she received in June 2023 for her role in a DEA-led drug trafficking conspiracy. The abrupt reduction raises questions about what factors contributed to her early release.

Now, with Oleanvine Maynard’s sudden release date just days away, speculation grows over whether her cooperation with U.S. authorities played a larger role in the case than previously known. What did she reveal, and who else might be implicated? Neither the U.S. Department of Justice nor the BOP has publicly addressed the specifics of her shortened incarceration. However, it is common for federal inmates to receive sentence reductions for substantial assistance in ongoing investigations or for participating in rehabilitation programs.

Her son, Kadeem Stephan Maynard, 33, who was convicted alongside her, is also due for release soon—on April 6. He is currently being held at Miami FDC. Kadeem was sentenced to 57 months but will serve just over two years since his guilty plea in 2023.

Meanwhile, former BVI Premier Andrew Alturo Fahie, convicted in February 2024 on charges of conspiracy to import cocaine and money laundering, faces a much longer road. He remains incarcerated at Jesup FCI, with a release date currently set for May 30, 2033.

Maynard’s upcoming freedom is bound to spark debate in the BVI and beyond. As she prepares to return to society, the public is left with a lingering question. If she truly struck a deal, what information did she provide, and how deep does this case go?

Oleanvine Maynard, her son Kadeem Maynard, and former Premier Andrew Fahie were arrested in April 2022 in a U.S. Drug Enforcement Administration (DEA) sting operation in Miami, Florida. The case stemmed from an undercover investigation in which DEA agents, posing as members of the Mexican Sinaloa Cartel, approached the officials with an offer to traffic thousands of kilograms of cocaine through the British Virgin Islands to the U.S. mainland.

During the sting, Fahie and the Maynards allegedly agreed to facilitate the drug shipments in exchange for millions of dollars in bribes. Court documents revealed that Oleanvine Maynard was eager to play a key role in the operation, referring to the opportunity as her “blessing.”

The arrests exposed deep concerns about government corruption and drug trafficking links in the territory. In June 2023, Oleanvine Maynard pleaded guilty to conspiracy to import cocaine and money laundering, while her son Kadeem also pleaded guilty to drug charges.

Fahie, who initially maintained his innocence, was convicted in February 2024 after a trial in Miami federal court. He was sentenced to 11 years in prison.

– Prosecutors Seeking Life Sentence

Former British Virgin Islands Premier Andrew Fahie will learn his fate today, August 5, at his sentencing hearing in the United States, with Federal prosecutors seeking a life sentence from U.S. District Court Judge Kathleen Williams.

The 53-year-old, who is a father of two, was convicted in February on charges of cocaine trafficking and money laundering.

However, in June, Fahie’s lawyer requested a ten-year prison term for his client, minimising his involvement in the operation that led to his arrest.

Fahie, along with former BVI Ports Authority Director Oleanvine Maynard, 62, and her son Kadeem Maynard, 33, were arrested by U.S. law enforcement in April 2022.

The Maynards reached plea deals with the prosecution, with Oleanvine receiving a sentence of over nine years and Kadeem sentenced to nearly five years.

Oleanvine Maynard served as a key witness in Fahie’s case, linking the conspiracy to use the territory as a transshipment hub for narcotics into the U.S. Federal prosecutors argue that Fahie played a significant role in the operation as the head of the BVI.

The case has been a major embarrassment for the territory, with prosecutors naming several BVI officials who were allegedly involved in the scheme but who have not been charged.

Fahie’s arrest sent shockwaves through the territory, particularly among his supporters who closely followed the trial.

Fahie’s political career began in 1999 when he was elected as a House of Assembly member for the First District, a role he held until his arrest in 2022.

His tenure was marked by a focus on strengthening the economy through tourism and financial services, and he also emphasised youth involvement in national development.

On 30 November 2016, Fahie became the leader of the Virgin Islands Party, the oldest political party in the territory, after defeating incumbent Julian Fraser.

He was appointed Leader of the Opposition on 6 February 2017 and led his party to victory in the 2019 general election. Fahie assumed office as Premier on 7 February 2019, a milestone celebrated throughout the territory.

In November 2023, while on bail in the U.S. with travel restrictions imposed on him and his family, Fahie announced his retirement from politics. In his resignation letter, he requested that his retirement, effective 24 November 2022, be communicated to all relevant authorities, including members of the House of Assembly and the people of the Virgin Islands, particularly those from the First District.

He stated: “I humbly and respectfully request of you to please officially convey my retirement that comes into effect from 24 November 2022, to all the requisite authorities especially to all members of the House of Assembly, as well as to the people of the Virgin Islands – especially my beloved people of the First District on the floor of the House of Assembly via this letter, among other means you may deem appropriate.”

Since his retirement announcement in November 2023, Fahie has not issued any further public correspondence.

He is now set to serve his sentence in a federal prison.

Former Premier of the British Virgin Islands Andrew A. Fahie has been found guilty in a Miami court of conspiring to import cocaine into the United States and conspiring to launder a significant sum of money, charges which carry sentences ranging from 20 years to life.

After a trial spanning seven days, a diverse jury rendered a guilty verdict against the former politician who also faces potential fines amounting to US$10 million. The jurors deliberated for a mere four hours before arriving at their decision. Fahie, who was previously out on bail, was handcuffed and taken into custody.

His journey from the corridors of power to a courtroom in Miami has been nothing short of extraordinary. Arrested on April 28, 2022 by agents of the Drug Enforcement Administration (DEA) at Miami-Opa Locka Executive Airport, Fahie made international headlines, shocking many supporters in his homeland.

Fahie, whose political career once seemed destined for greater heights, the verdict represents a stunning reversal of fortune.

However, as the trial progressed and evidence was presented, the territory closely followed the prosecution’s case which included extensive incriminating conversations recorded by undercover DEA agents, phone records, and testimony from the prosecution’s key witness, Oleanvine Pickering Maynard, who secured a reduced sentence through a negotiated deal.

Maynard and her son, Kadeem Stephan Maynard, found themselves apprehended in the drug sting. The male counterpart also entered into an agreement with federal authorities, resulting in a five-year sentence.

A former mathematics teacher turned lawmaker, he ascended to prominence as the representative for District One in 1999, a position he held steadfastly for 23 years. Throughout his tenure, he wielded significant influence, serving in various ministerial capacities and ultimately assuming leadership of the Virgin Islands Party (VIP).

Fahie led the VIP to a return to power in the 2019 general election, upending the long-standing dominance of the National Democratic Party. His ascent to power was met with both acclaim and scrutiny, reflecting the complex dynamics of Caribbean politics.

Fahie’s once unassailable reputation began to crumble. In November 2022, facing mounting legal pressure and public scrutiny, he resigned from his position as chairman of the VIP and withdrew from the political arena altogether.

Fahie’s sentencing Is scheduled for April 29.

During the proceedings on February 1 in the drug-conspiracy trial of former premier Andrew Fahie, United States Drug Enforcement Administration (DEA) special agent Brian Witek provided testimony that confirmed that the woman referred to in court proceedings as “R.S.” or “Roxane” was revealed to be Roxane Sylvester, the former deputy chairwoman of the British Virgin Islands (BVI) Ports Authority.

At the time of Mr. Fahie’s arrest, Ms. Sylvester, who is not accused of any wrongdoing, was in Miami as part of a Virgin Islands delegation attending the Seatrade Cruise Global 2022 cruise industry conference.

According to Witek, Ms. Sylvester participated in a meeting at the Embassy Suites hotel in Miami the day before the arrest, alongside Mr. Fahie, BVIPA Managing Director Oleanvine Maynard, and two DEA operatives posing as members of Mexico’s Sinaloa Cartel.

The following day, she, along with Ms. Maynard, traveled with the undercover DEA operatives to the Miami-Opa Locka Executive Airport. There, they briefly boarded a jet containing fake cash that Ms. Maynard allegedly believed was destined for Tortola. Both women were detained upon leaving the jet, but while Ms. Maynard faced charges, Ms. Sylvester was released without any accusations.

The prosecutor introduced evidence, including cell phones taken from Mr. Fahie and others, and questioned the witness about recordings made during the investigation.

Agent Witek stated that he was familiar with the voices of Ms. Sylvester, Mr. Fahie, the Maynards, undercover agent Jossue Dominguez, and a DEA confidential source known as ‘Roberto Quintero.’

All these voices were heard on secretly-captured recordings played during the trial, which has centered on two meetings at Miami’s Embassy Suites hotel on April 27, 2022.

The court also heard that Ms. Sylvester’s initials were included in a motion filed in January, where prosecutors sought to prevent the jury from hearing a statement allegedly made by Ms. Sylvester to Ms. Maynard after her arrest.

The statement purportedly indicated Mr. Fahie’s plans to intervene with VI officials and to have Mr. Quintero arrested upon landing in the VI. Prosecutors argued for its exclusion as hearsay, while the defense sought to address it during cross-examination.

Mr. Fahie, who maintains his innocence, is accused of allowing undercover DEA operatives to use VI waters for cocaine trafficking, allegedly in exchange for cash and a share of future drug proceeds.

Almost twenty-four months after his apprehension at Miami Airport in the United States, the cocaine smuggling and money laundering trial of former British Virgin Islands Premier Andrew Fahie started on Monday, January 29.

In April 2022, Fahie along with Oleanvine Pickering Maynard, the Managing Director of BVI Ports Authority, and her son, Kadeem Stephan Maynard, were arrested during a sting operation by the Drug Enforcement Administration (DEA).

The trio was charged with conspiring to traffic cocaine and launder money by facilitating the secure passage of substantial quantities of Colombian cocaine through BVI ports destined for Miami.

The Maynard duo entered into an arrangement with federal authorities, pledging to provide testimony against Andrew Fahie.

In November 2023, Kadeem received a federal prison sentence of nearly five years for his involvement in a cocaine trafficking operation. Currently, his mother is in federal custody awaiting her sentencing day in court.

During the court proceedings on Monday, Fahie’s attorney Theresa Van Vliet  filed a motion aimed at restricting prosecutors from introducing any evidence extracted from her client’s phone.

She contended that the material in question included personal health information about Fahie’s relatives, which she argued is irrelevant to the case.

Additionally, Van Vliet raised concerns about whether the Government of the British Virgin Islands had been consulted to address and resolve potential confidentiality or privacy issues related to the evidence.

The submitted evidence encompassed correspondence between Fahie and BVI Police Commissioner Mark Collins, as well as Fahie’s assistant and building contractor.

In December 2023, the prosecution submitted a comprehensive list of exhibits, encompassing recordings of phone conversations and meetings involving Fahie and the Maynards.

The prosecution plans to present data extracted from several of Fahie’s devices, such as a Note 10+ mobile phone and a Surface tablet.

Judge Kathleen Williams has not yet rendered a decision on the defence motion.

The prosecution’s case is that Fahie and the Maynards stood to gain millions, with the funds strategically routed through various businesses and bank accounts to obscure their origin.

The criminal complaint affidavit said they engaged in a sequence of meetings during March and April of 2022 with an alleged drug trafficker to finalise the illicit deal.

The affidavit contends that Fahie and Oleanvine Maynard were responsible for obtaining necessary licences, ensuring the concealment of cocaine-laden vessels within BVI ports, and discreetly influencing a potentially troublesome government official.

Discussions reportedly included plans to conduct a trial run involving 3,000 kilograms of cocaine through a BVI port, followed by subsequent shipments of similar quantities once or twice a month over four months.

The alleged compensation for Fahie and O. Maynard was tied to a percentage of the proceeds from the cocaine sales, totaling millions of dollars.

While the Maynards remained in federal custody, in May 2022, Fahie was granted $500,000 bail, a move contested by prosecutors who contended that his release posed a flight risk, coupled with the potential for engaging in illicit activities upon regaining freedom.


The terms of his bail dictated that the former premier remained in Miami, restricted to the leased residence of his two college-aged daughters. 

 
To further ensure compliance, both he and his family had to relinquish their passports to the authorities. He also wears an ankle bracelet monitor.
