Three members of His Majesty’s Loyal Opposition met with His Excellency, Governor Daniel Pruce, on Monday, April 28, to raise what they described as “serious concerns” regarding the recently published Criminal Law Enforcement Review and the Commission of Inquiry.

The two-hour meeting was attended by Hon. Myron Walwyn, Leader of the Opposition and Sixth District Representative; Hon. Melvin “Mitch” Turnbull, Second District Representative; and Hon. Stacy Mather, At-Large Representative and Deputy Speaker of the House of Assembly. The Opposition members said the meeting was a vital opportunity to present the views of Virgin Islands residents at the highest level of government.

“We were glad for this opportunity to raise concerns from the public with respect to the Criminal Law Enforcement Review,” Hon. Walwyn said in a statement issued after the meeting. “His Excellency listened intently and gave us the assurance that the concerns raised on behalf of the people of the Virgin Islands will be given much consideration.”

Among the key issues raised was the Opposition’s strong disagreement with a recommendation that the Governor re-specify his powers under Section 60 of the Virgin Islands Constitution. That section outlines the Governor’s authority over external affairs, defense, internal security, and the public service.

The Opposition also objected to a proposal that would transfer responsibility for customs and immigration from the local government to the Governor’s office. They insisted that these matters remain under the control of locally elected officials.

Additionally, members voiced firm opposition to any suggestion that sea ports and airports on the sister islands be closed — a recommendation they argue would severely impact the local economy and increase the vulnerability of residents in those areas.

“The matters addressed in the Criminal Law Enforcement Review have significant implications for the governance and the future of law enforcement in our territory,” the Opposition said in a joint statement. “It is therefore critical that the voice of the people is heard and carefully considered in any reforms that are proposed.”

The meeting comes as Virgin Islands authorities continue to weigh a series of recommendations emerging from both the law enforcement review and the 2022 Commission of Inquiry, which examined allegations of corruption and poor governance.

Opposition members said they remain committed to ensuring that “transparency, fairness, and respect for the rights and aspirations of the Virgin Islands people remain at the forefront of any ongoing or future reforms.”

The petition was bolstered by the support of Virgin Gorda’s religious leaders, who offered their prayers and full backing. In a joint statement, the island’s pastors expressed their solidarity with the committee. “We, the pastors of Virgin Gorda, stand in unwavering support of the healthcare proposal on behalf of the residents of the sister islands.”

The clergy emphasised that healthcare is not just a basic human right but a key factor in ensuring a stable economy and a healthy society. “For too long, the healthcare needs of the sister islands have been treated as secondary, leaving our communities with inadequate services that have dire consequences for our well-being,” they said.

Calling the situation urgent, the pastors urged the Deputy Governor and all relevant authorities to recognise the severity of the crisis. “We hope for swift and decisive action to ensure that the residents of Virgin Gorda and the sister islands receive the healthcare services they deserve,” they added, pledging their continued support and prayers for a prompt resolution to the healthcare challenges.

The program targets initiatives that help young people, aged 13 to 21, develop valuable skills and explore potential careers in sectors like tourism, agriculture, sports, and environmental management. It also aims to foster community engagement, transparency, and political accountability through activities such as citizen journalism, media code of conduct development, and projects that highlight how public funds are utilised.

Governor Daniel Pruce expressed enthusiasm for the initiative, saying, “I’m proud to announce this important investment in the future growth of the Virgin Islands. As I outlined in my swearing-in speech, I am committed to supporting efforts to build a better future for the youth of the Virgin Islands. With this appointment, Archer will oversee the administration of the Territory until Governor Pruce’s return, ensuring continuity in governance during this interim period.

Governor Daniel Pruce had previously activated the National Emergency Operations Centre (NEOC) at Level 1, the initial monitoring phase in response to the approaching storm. Residents were advised to complete their storm preparations by this afternoon and to remain sheltered as Ernesto approached.

Ernesto is expected to bring severe weather overnight, including high wind gusts and continued heavy rainfall. At 5:00 PM AST (2100 UTC), the centre of Tropical Storm Ernesto was located approximately 45 miles east-southeast of Road Town, near latitude 18.0 North and longitude 64.1 West. The storm is currently moving towards the west-northwest at 18 mph (30 km/h) and is forecast to strengthen further over the next 24 hours.

The storm’s projected path indicates it will pass near or over the Virgin Islands this evening, moving just to the northeast and north of Puerto Rico tonight and into Wednesday. Ernesto is expected to continue over the western Atlantic later in the week and approach Bermuda by Friday.

In addition to heavy rainfall, a storm surge is anticipated to raise water levels by one to three feet above normal tide levels, with large, destructive waves along the coast creating hazardous conditions. Life-threatening surf and dangerous rip currents are also expected.

The Department of Disaster Management (DDM) has highlighted the importance of stocking up on essential supplies and securing homes and properties. The Antigua and Barbuda Meteorological Services have issued a tropical storm warning for the Virgin Islands.
