Oleanvine Maynard, the former director of the British Virgin Islands Ports Authority, was released from federal custody in the United States on Friday, having served just under two years of her nine-year sentence for drug-related offences.

The Federal Bureau of Prisons (BOP) confirmed that she is no longer listed as “In Custody” but provided no explanation for the March 21 early release.

Maynard, 63, had been serving her sentence at the Baltimore Residential Reentry Management Centre (RRM) following her conviction in June 2023 for her involvement in a drug trafficking conspiracy orchestrated by the U.S. Drug Enforcement Administration (DEA).

Her son, Kadeem Stephan Maynard, 33, who was convicted alongside her, is also due for release soon—on 6th April. Currently held at the Miami Federal Detention Centre (FDC), Kadeem was sentenced to 57 months but will serve just over two years, having pleaded guilty in 2023.

The mother and son duo had struck a deal with the DEA to secure reduced sentences. However, the exact circumstances surrounding their early release remain unclear.

In the U.S. federal system, sentence reductions are not uncommon and can occur for a variety of reasons, including significant assistance with ongoing investigations or participation in rehabilitative programmes.

The female Maynard was the star witness in the prosecutions’ case against former Premier of the British Virgin Islands, Andrew Alturo Fahie, convicted in February 2024 on charges of conspiracy to import cocaine and money laundering.

Yet, without official confirmation from authorities, the precise nature of Maynard’s release remains speculative.

Meanwhile, Fahie remains incarcerated at Jesup Federal Correctional Institution (FCI). His release date is set for May 30, 2033, and his case continues to attract global attention.

As Oleanvine Maynard prepares to reintegrate into society, public interest turns to what her next steps will be and how her return will be received.

Maynard, her son Kadeem, and ex-Premier Fahie were arrested in April 2022 during a U.S. DEA sting operation in Miami, Florida. The case stemmed from an undercover investigation in which DEA agents, posing as members of the Mexican Sinaloa Cartel, approached the officials with an offer to facilitate the trafficking of thousands of kilograms of cocaine through the British Virgin Islands to the U.S. mainland.

Testimony from the agents revealed that Fahie and the Maynards had agreed to assist in the drug shipments in exchange for bribes amounting to millions of dollars. Court documents also disclosed that Oleanvine Maynard was happy to play a central role in the operation, referring to the opportunity as her “blessing.”

The arrests raised serious concerns about government corruption and links to drug trafficking within the territory, a region heavily dependent on tourism.

Oleanvine Maynard’s early release continues to stir debate both within the territory and internationally.

Just over a year after pleading guilty in the high-profile drug trafficking case, Oleanvine Pickering Maynard, the former Managing Director of the BVI Ports Authority, is set to walk free much earlier than expected. But why?

According to the Federal Bureau of Prisons (BOP), Maynard, 63, who is currently incarcerated at Baltimore RRM, is scheduled for release on March 21—a short cry from the nine-year sentence she received in June 2023 for her role in a DEA-led drug trafficking conspiracy. The abrupt reduction raises questions about what factors contributed to her early release.

Now, with Oleanvine Maynard’s sudden release date just days away, speculation grows over whether her cooperation with U.S. authorities played a larger role in the case than previously known. What did she reveal, and who else might be implicated? Neither the U.S. Department of Justice nor the BOP has publicly addressed the specifics of her shortened incarceration. However, it is common for federal inmates to receive sentence reductions for substantial assistance in ongoing investigations or for participating in rehabilitation programs.

Her son, Kadeem Stephan Maynard, 33, who was convicted alongside her, is also due for release soon—on April 6. He is currently being held at Miami FDC. Kadeem was sentenced to 57 months but will serve just over two years since his guilty plea in 2023.

Meanwhile, former BVI Premier Andrew Alturo Fahie, convicted in February 2024 on charges of conspiracy to import cocaine and money laundering, faces a much longer road. He remains incarcerated at Jesup FCI, with a release date currently set for May 30, 2033.

Maynard’s upcoming freedom is bound to spark debate in the BVI and beyond. As she prepares to return to society, the public is left with a lingering question. If she truly struck a deal, what information did she provide, and how deep does this case go?

Oleanvine Maynard, her son Kadeem Maynard, and former Premier Andrew Fahie were arrested in April 2022 in a U.S. Drug Enforcement Administration (DEA) sting operation in Miami, Florida. The case stemmed from an undercover investigation in which DEA agents, posing as members of the Mexican Sinaloa Cartel, approached the officials with an offer to traffic thousands of kilograms of cocaine through the British Virgin Islands to the U.S. mainland.

During the sting, Fahie and the Maynards allegedly agreed to facilitate the drug shipments in exchange for millions of dollars in bribes. Court documents revealed that Oleanvine Maynard was eager to play a key role in the operation, referring to the opportunity as her “blessing.”

The arrests exposed deep concerns about government corruption and drug trafficking links in the territory. In June 2023, Oleanvine Maynard pleaded guilty to conspiracy to import cocaine and money laundering, while her son Kadeem also pleaded guilty to drug charges.

Fahie, who initially maintained his innocence, was convicted in February 2024 after a trial in Miami federal court. He was sentenced to 11 years in prison.

– Prosecutors Seeking Life Sentence

Former British Virgin Islands Premier Andrew Fahie will learn his fate today, August 5, at his sentencing hearing in the United States, with Federal prosecutors seeking a life sentence from U.S. District Court Judge Kathleen Williams.

The 53-year-old, who is a father of two, was convicted in February on charges of cocaine trafficking and money laundering.

However, in June, Fahie’s lawyer requested a ten-year prison term for his client, minimising his involvement in the operation that led to his arrest.

Fahie, along with former BVI Ports Authority Director Oleanvine Maynard, 62, and her son Kadeem Maynard, 33, were arrested by U.S. law enforcement in April 2022.

The Maynards reached plea deals with the prosecution, with Oleanvine receiving a sentence of over nine years and Kadeem sentenced to nearly five years.

Oleanvine Maynard served as a key witness in Fahie’s case, linking the conspiracy to use the territory as a transshipment hub for narcotics into the U.S. Federal prosecutors argue that Fahie played a significant role in the operation as the head of the BVI.

The case has been a major embarrassment for the territory, with prosecutors naming several BVI officials who were allegedly involved in the scheme but who have not been charged.

Fahie’s arrest sent shockwaves through the territory, particularly among his supporters who closely followed the trial.

Fahie’s political career began in 1999 when he was elected as a House of Assembly member for the First District, a role he held until his arrest in 2022.

His tenure was marked by a focus on strengthening the economy through tourism and financial services, and he also emphasised youth involvement in national development.

On 30 November 2016, Fahie became the leader of the Virgin Islands Party, the oldest political party in the territory, after defeating incumbent Julian Fraser.

He was appointed Leader of the Opposition on 6 February 2017 and led his party to victory in the 2019 general election. Fahie assumed office as Premier on 7 February 2019, a milestone celebrated throughout the territory.

In November 2023, while on bail in the U.S. with travel restrictions imposed on him and his family, Fahie announced his retirement from politics. In his resignation letter, he requested that his retirement, effective 24 November 2022, be communicated to all relevant authorities, including members of the House of Assembly and the people of the Virgin Islands, particularly those from the First District.

He stated: “I humbly and respectfully request of you to please officially convey my retirement that comes into effect from 24 November 2022, to all the requisite authorities especially to all members of the House of Assembly, as well as to the people of the Virgin Islands – especially my beloved people of the First District on the floor of the House of Assembly via this letter, among other means you may deem appropriate.”

Since his retirement announcement in November 2023, Fahie has not issued any further public correspondence.

He is now set to serve his sentence in a federal prison.

A Miami federal judge upheld the jury’s unanimous guilty verdicts, leaving former British Virgin Islands Premier Andrew Fahie vulnerable to a potential sentence of 10 years to life in prison on the primary charge of conspiring to import cocaine into the United States through the British territory.

Fahie, 53, was also found guilty of three additional charges related to money laundering and racketeering. His sentencing is scheduled for April 29.

The controversy arose when two jurors contacted the judge’s office shortly after the guilty verdict, expressing second thoughts about their decision. Despite arguments from both federal prosecutors and defense attorneys, Judge Williams ultimately upheld the unanimous verdicts, citing legal precedent.

Of particular concern to the judge was the interaction between one juror and Fahie’s defense attorney, raising questions about potential outside influence on the jury’s deliberations. This conversation, along with other attempts at contact from the same juror, became part of the post-verdict dispute.

Fahie’s arrest in April 2022 following a DEA sting operation marked the beginning of a legal saga that culminated in his conviction.

Prosecutors portrayed Fahie as a corrupt official who conspired to allow cocaine to pass through the British Virgin Islands in exchange for bribes, while Fahie’s defense argued he was framed by the United Kingdom.

Despite Fahie’s defense, evidence presented during the trial implicated him in the drug trafficking scheme orchestrated by the DEA informant posing as a member of the Sinaloa cartel. Fahie’s sentencing will bring an end to a tumultuous chapter in the political landscape of the British Virgin Islands.

As the legal proceedings unfold, the implications of Fahie’s conviction reverberate through the Caribbean, underscoring the far-reaching consequences of corruption and drug trafficking in the region.

The case of former British Virgin Islands premier Andrew Fahie has taken a perplexing turn, leaving U.S. District Judge Kathleen Williams grappling with unresolved doubts raised by jurors regarding their guilty verdicts nearly two weeks ago. Fahie, currently detained in Miami following his conviction for cocaine smuggling, awaits a resolution as the judge seeks a legal path forward.

The saga began on February 8th when a Miami jury found Fahie guilty on charges of conspiring to import cocaine into the United States from the British Virgin Islands, alongside three related counts of money laundering and racketeering. However, moments after the verdict, two jurors reached out to express apparent misgivings, sparking an uncommon post-trial dispute.

Judge Williams, presiding over the case, finds herself in uncharted legal territory, as both federal prosecutors and defense attorneys present conflicting views on how to address the jurors’ concerns. While prosecutors argue against revisiting the verdicts, citing a lack of evidence of misconduct or coercion, defense attorneys advocate for polling the jurors again to ensure a just resolution.

Despite the complexity of the situation, Judge Williams remains resolute in her pursuit of a fair outcome, urging both sides to collaborate in finding a viable solution. However, she warns against any contact with the jurors involved, highlighting a prior interaction between one juror and a defense attorney as cause for concern.

As the legal wrangling continues, Fahie, the ex-premier of the British Virgin Islands, awaits his fate, facing the possibility of a lengthy prison sentence.

His sentencing is scheduled for April 29th, leaving ample time for the court to navigate the intricate maze of legal challenges surrounding his conviction.

The case against Fahie hinges on allegations of corruption and collusion with drug cartels, with prosecutors painting a damning picture of his involvement in a cocaine smuggling scheme. With the stakes high and the legal landscape uncertain, the fate of the former premier hangs in the balance as the courtroom drama unfolds.

Moments after 12 Miami federal jurors unanimously convicted former British Virgin Islands Premier Andrew Fahie of a drug-trafficking conspiracy, two jurors approached U.S. District Judge Kathleen Williams to express dissent, claiming a change of heart regarding Fahie’s guilt.

Despite their objections, Judge Williams had already polled each juror on their unanimous guilty verdicts and discharged them. Fahie was subsequently found guilty of conspiring to import cocaine into the United States, along with three related charges of money laundering and racketeering.

Now, Judge Williams, federal prosecutors, and Fahie’s defense attorneys grapple with a legal quandary: Can the judge reconvene the jurors and re-poll them on their trial verdicts, given their discharge?

Such a move is typically impermissible without evidence of external pressure or discriminatory behavior within the jury. No such evidence has emerged in Fahie’s case, further complicating matters.

During a post-verdict hearing in Miami federal court, Judge Williams acknowledged the limited avenues for exploration. Federal prosecutors argued for adherence to the unanimous guilty verdicts, emphasizing that the jurors had been discharged unless there was a clear mistake on the verdict form.

Fahie’s defense lawyer, Theresa Van Vliet, urged the judge to re-poll the dissenting jurors, citing the significant implications for Fahie’s sentencing. Van Vliet also disclosed that one dissenting juror had left a voicemail message on her law firm’s phone, prompting further inquiry.

Judge Williams proposed that both sides listen to the voicemail recording privately and report back to her, directing them to file motions by Thursday to address the legal conundrum and propose potential solutions.

Fahie, arrested in April 2022 following a U.S. Drug Enforcement Administration sting operation, faces a mandatory minimum sentence of 10 years up to life. Prosecutors portrayed Fahie as a willing participant in drug smuggling, alleging his involvement in bribery payments for access to the British territory.

Fahie’s defense team argued that he was framed by the United Kingdom and denied any intention of enriching himself through cocaine shipments. His sentencing is scheduled for April 29 before Judge Williams, as legal deliberations continue over the unusual circumstances surrounding his trial verdict.

– Maynard Spills It All Piecing Together Prosecution’s Case

Oleanvine Maynard former managing director of the BVI Ports Authority, took the stand on Tuesday, February 6, in Miami, testifying against former British Virgin Islands Premier Andrew Fahie who faces drug-trafficking conspiracy charges.

Maynard, having pleaded guilty to conspiring with Fahie to import cocaine into the United States, agreed to testify against him in exchange for a potentially lighter sentence.

Her testimony, which stretched over six hours on Tuesday and resumed on Wednesday morning, offered a glimpse into a world of clandestine meetings and coded conversations. Prosecutors played secret recordings as Maynard detailed interactions with Fahie, her son Kadeem Maynard, and the Drug Enforcement Administration (DEA) operatives, shedding light on alleged drug trafficking operations.

“On the recording,  Maynard was heard explaining to DEA confidential source who used the named “Roberto Quintero” what she hoped to gain from their arrangement. “There are things I want to accomplish. One is to pay off my house in Tortola. And when I retire I want to go to Miami. And in both areas, I want to be rent-free,” she said. Quintero then asked her to open her bag and he gave her $10,000, Ms. Maynard said. “It’s just $10,000: a little present for you,” he was heard to say on the tape. Maynard replied, “Thank you.”

As the prosecution’s fifth and final witness, Maynard’s testimony served to tie together pieces of evidence presented by prior witnesses, including DEA agents and digital forensic analysts. Her guilty plea in June 2023 to conspiracy charges marked a turning point in the trial, offering prosecutors a crucial insider perspective on the alleged conspiracy.

During her testimony, Maynard revealed how she first became entangled in the web of drug trafficking, describing meetings with associates and a DEA confidential source named “Roberto Quintero.” She detailed negotiations with Fahie, including discussions of profit-sharing agreements and a substantial cash “gift” exchanged between Fahie and Quintero.

As Maynard’s testimony continued, the courtroom remained transfixed by the unfolding drama, with Fahie continuing to deny any wrongdoing. Yet, her revelations painted a vivid picture of an alleged conspiracy spanning multiple jurisdictions.

Fahie was arrested on April 28, 2022 by agents of the Drug Enforcement Administration (DEA) at Miami-Opa Locka Executive Airport, Fahie made international headlines, shocking many supporters in his homeland.

Maynard and her son, Kadeem Stephan Maynard, found themselves apprehended in the drug sting. Kadeem also entered into an agreement with federal authorities, resulting in a five-year sentence.

During the proceedings on February 1 in the drug-conspiracy trial of former premier Andrew Fahie, United States Drug Enforcement Administration (DEA) special agent Brian Witek provided testimony that confirmed that the woman referred to in court proceedings as “R.S.” or “Roxane” was revealed to be Roxane Sylvester, the former deputy chairwoman of the British Virgin Islands (BVI) Ports Authority.

At the time of Mr. Fahie’s arrest, Ms. Sylvester, who is not accused of any wrongdoing, was in Miami as part of a Virgin Islands delegation attending the Seatrade Cruise Global 2022 cruise industry conference.

According to Witek, Ms. Sylvester participated in a meeting at the Embassy Suites hotel in Miami the day before the arrest, alongside Mr. Fahie, BVIPA Managing Director Oleanvine Maynard, and two DEA operatives posing as members of Mexico’s Sinaloa Cartel.

The following day, she, along with Ms. Maynard, traveled with the undercover DEA operatives to the Miami-Opa Locka Executive Airport. There, they briefly boarded a jet containing fake cash that Ms. Maynard allegedly believed was destined for Tortola. Both women were detained upon leaving the jet, but while Ms. Maynard faced charges, Ms. Sylvester was released without any accusations.

The prosecutor introduced evidence, including cell phones taken from Mr. Fahie and others, and questioned the witness about recordings made during the investigation.

Agent Witek stated that he was familiar with the voices of Ms. Sylvester, Mr. Fahie, the Maynards, undercover agent Jossue Dominguez, and a DEA confidential source known as ‘Roberto Quintero.’

All these voices were heard on secretly-captured recordings played during the trial, which has centered on two meetings at Miami’s Embassy Suites hotel on April 27, 2022.

The court also heard that Ms. Sylvester’s initials were included in a motion filed in January, where prosecutors sought to prevent the jury from hearing a statement allegedly made by Ms. Sylvester to Ms. Maynard after her arrest.

The statement purportedly indicated Mr. Fahie’s plans to intervene with VI officials and to have Mr. Quintero arrested upon landing in the VI. Prosecutors argued for its exclusion as hearsay, while the defense sought to address it during cross-examination.

Mr. Fahie, who maintains his innocence, is accused of allowing undercover DEA operatives to use VI waters for cocaine trafficking, allegedly in exchange for cash and a share of future drug proceeds.

Almost twenty-four months after his apprehension at Miami Airport in the United States, the cocaine smuggling and money laundering trial of former British Virgin Islands Premier Andrew Fahie started on Monday, January 29.

In April 2022, Fahie along with Oleanvine Pickering Maynard, the Managing Director of BVI Ports Authority, and her son, Kadeem Stephan Maynard, were arrested during a sting operation by the Drug Enforcement Administration (DEA).

The trio was charged with conspiring to traffic cocaine and launder money by facilitating the secure passage of substantial quantities of Colombian cocaine through BVI ports destined for Miami.

The Maynard duo entered into an arrangement with federal authorities, pledging to provide testimony against Andrew Fahie.

In November 2023, Kadeem received a federal prison sentence of nearly five years for his involvement in a cocaine trafficking operation. Currently, his mother is in federal custody awaiting her sentencing day in court.

During the court proceedings on Monday, Fahie’s attorney Theresa Van Vliet  filed a motion aimed at restricting prosecutors from introducing any evidence extracted from her client’s phone.

She contended that the material in question included personal health information about Fahie’s relatives, which she argued is irrelevant to the case.

Additionally, Van Vliet raised concerns about whether the Government of the British Virgin Islands had been consulted to address and resolve potential confidentiality or privacy issues related to the evidence.

The submitted evidence encompassed correspondence between Fahie and BVI Police Commissioner Mark Collins, as well as Fahie’s assistant and building contractor.

In December 2023, the prosecution submitted a comprehensive list of exhibits, encompassing recordings of phone conversations and meetings involving Fahie and the Maynards.

The prosecution plans to present data extracted from several of Fahie’s devices, such as a Note 10+ mobile phone and a Surface tablet.

Judge Kathleen Williams has not yet rendered a decision on the defence motion.

The prosecution’s case is that Fahie and the Maynards stood to gain millions, with the funds strategically routed through various businesses and bank accounts to obscure their origin.

The criminal complaint affidavit said they engaged in a sequence of meetings during March and April of 2022 with an alleged drug trafficker to finalise the illicit deal.

The affidavit contends that Fahie and Oleanvine Maynard were responsible for obtaining necessary licences, ensuring the concealment of cocaine-laden vessels within BVI ports, and discreetly influencing a potentially troublesome government official.

Discussions reportedly included plans to conduct a trial run involving 3,000 kilograms of cocaine through a BVI port, followed by subsequent shipments of similar quantities once or twice a month over four months.

The alleged compensation for Fahie and O. Maynard was tied to a percentage of the proceeds from the cocaine sales, totaling millions of dollars.

While the Maynards remained in federal custody, in May 2022, Fahie was granted $500,000 bail, a move contested by prosecutors who contended that his release posed a flight risk, coupled with the potential for engaging in illicit activities upon regaining freedom.

The terms of his bail dictated that the former premier remained in Miami, restricted to the leased residence of his two college-aged daughters.

To further ensure compliance, both he and his family had to relinquish their passports to the authorities. He also wears an ankle bracelet monitor.
