The Rotary Club of Tortola is mourning the passing of Past President Sam Welch, a distinguished Rotarian and longtime community servant whose leadership and dedication helped shape the organization’s impact in the British Virgin Islands.

In a statement issued by Club President P. Violet Gaul, the club expressed profound sadness at his passing, describing Welch as a leader whose life reflected Rotary’s guiding principle of “Service Above Self.”
“His life reflected the very heart of Rotary—service above self, generosity of spirit, and genuine care for people,” the statement read. “Through his leadership and friendship, our club was strengthened, and our community was blessed.”
Welch served as President of the Rotary Club of Tortola for the 2012–2013 term, a significant year in which the club celebrated its 45th anniversary. During that milestone, he led a special ceremony honoring the founding members of the organization, underscoring his deep respect for Rotary’s history and the contributions of those who built the club’s foundation in the BVI.
A Rotarian since 2002, Welch previously served as Secretary-Elect during the 2007–2008 Rotary year before ascending to the presidency. Throughout his tenure, he emphasized the pride of being a Rotarian and consistently encouraged recognition of members whose dedication advanced the development of Rotary in the territory.
Beyond Rotary, Welch was widely respected in the maritime sector. He served for a decade in the Royal Navy before relocating to the British Virgin Islands in 1979. Professionally, he worked as a charter manager at Tortola Marine Management, where he built a longstanding career and reputation within the industry.
Welch was regarded as a stalwart member of the Rotary Club of Tortola, contributing not only leadership but also mentorship and fellowship. His legacy, members say, lives on through the initiatives he championed and the lives he touched.
President Gaul urged members and the wider community to honor his memory through continued service.
“May we honor his memory not only with our words but by continuing the good work of Rotary,” she stated.

The Rotary Club of Tortola extended heartfelt condolences to his wife, Emily, his daughter, Hannah, and other family members and loved ones during this time of bereavement, offering prayers for comfort and peace.

Minister for Financial Services, Economic Development and Digital Transformation Hon. Lorna G. Smith, OBE, described the late Dr. Robert Mathavious, OBE, as “a gift to the Virgin Islands, to the region, to the world” during the official Celebration of Life held in his honor.

Addressing the Premier, members of the House of Assembly, and Dr. Mathavious’ family, Hon. Smith said he leaves behind “a legacy of vision, integrity, faith, and friendship.” She called Dr. Mathavious “perhaps our most effective Financial Secretary” and “the architect of the modern financial services industry in the Virgin Islands.”

“His vision, his intellect, and his leadership transformed our economy and gave us a foundation that continues to sustain our people today,” Hon. Smith said. “He taught us that credibility is our currency, and that innovation and integrity must always guide our path.”

Hon. Smith highlighted Dr. Mathavious’ global impact, particularly his work to expand the Virgin Islands’ financial services sector in Asia. “Since 1984, over one million companies have been incorporated here — more than 40 percent from China alone,” she said. “The BVI today mediates around 638 billion dollars in investment related to Mainland China, Hong Kong, and Macau. Our presence there underpins 1.16 million jobs across that region and contributes nearly 3 billion dollars in tax revenues in that part of the world. That is the measure of the man whose life we celebrate today.”

She recalled several key milestones led by Dr. Mathavious, including a 1990 mission to Hong Kong alongside the late Chief Minister H. Lavity Stoutt, Richard Peters, Dancia Penn, and Beverly Hodge. “We met with the Chairman of HSBC, all the Chambers of Commerce, and practitioners, promoting what Robert called ‘The BVI Advantage,’” Hon. Smith said.

Hon. Smith also recounted a 2003 mission to Beijing led by then-Minister of Financial Services Hon. Ronnie Skelton. “In typical Robert fashion, he prepared us meticulously, giving us each a book titled Kiss, Bow, or Shake Hands — our cultural briefing guide,” she said. “Robert was not content with small talk; he sought to understand how China thought, how it worked, and how the BVI could build bridges of mutual respect.”

Dr. Mathavious’ foresight, she said, led to the establishment of the BVI’s permanent office in Hong Kong in 2014 and helped pave the way for the Hong Kong Stock Exchange’s 2009 decision to allow the listing of BVI companies. “All of it — the trust, the credibility, the innovation — flowed from his philosophy of fit-for-purpose regulation,” she said. “Not overbearing, not lax — but balanced. Regulation that enabled growth while protecting our good name.”

Hon. Smith emphasized Dr. Mathavious’ commitment to ethics and moral clarity. “He often said, ‘We have no room for the ethically challenged.’ He meant it. The BVI must always be a hostile environment for anyone seeking to misuse our financial services,” she said.

In closing, Hon. Smith extended condolences to Dr. Mathavious’ family. “To Prudence, to Jadyn, to his brothers, sisters, and extended family — thank you for sharing Robert with us,” she said. “Thank you for letting the Virgin Islands, the region, and the world benefit from his genius, his grace, and his generosity of spirit. We are all richer for having known him — and poorer for losing him.”

“Rest in peace, my dear friend. Rest in peace, Robert,” she concluded.

Dr. Robert Mathavious, OBE, who played a central role in building the British Virgin Islands into a recognized international financial center, has died, officials announced Saturday, Sept. 14.

Dr. Mathavious served in key leadership roles in the Territory’s financial system for decades, including Deputy Financial Secretary and later as the founding Chief Executive Officer of the Financial Services Commission. Under his leadership, the BVI established regulatory frameworks and structures that expanded the Territory’s global reach in financial services while maintaining local oversight.

In recognition of his contributions, he was awarded the Order of the British Empire. He also founded the Robert Mathavious Institute of Financial Services, which continues to train professionals in the Territory.

Leaders across the Territory described his death as a significant loss. “The British Virgin Islands owe Dr. Mathavious a debt of gratitude for the quality of life that we have been able to enjoy,” the Alliance said in a statement. “Our society is poorer for his loss but richer for his legacy.”

The government said his work earned the trust of international partners as well as the respect of the local community. His efforts, officials noted, positioned the BVI as a financial services hub and safeguarded the Territory’s economic independence.

Jeavon Sasso, also known as “UnkleMehn,” a U.S. Virgin Islands artist and former member of the Awesome Jam Band and the Karnage Band, has died following a car crash earlier this week, according to reports from The Virgin Islands Daily News and The Source.

Sasso, whose music blended soca, calypso, bouyon and electronic dance influences, was widely recognized across the territory’s music scene. News of his death prompted tributes from fans and fellow musicians, many of whom remembered him for his stage presence and contributions to the Carnival circuit.

The crash occurred late Monday night on Rhymer Highway near the KLR entrance in St. Thomas. Police said one of the vehicles overturned and that speed may have been a factor. A woman injured in the crash was hospitalized at Roy Lester Schneider Regional Medical Center.

Sasso, who was initially placed on a ventilator after the collision, was later removed from life support. His passing has drawn condolences from across the Virgin Islands community, with supporters reflecting on his role in shaping the region’s contemporary music identity. Local musicians also shared personal tributes.

Steve Parillon of Yolo Promotions said, “Where do angels go when they die? Nobody knows. On behalf of the Yolo Promotions team we extend our deepest condolences to the family, friends and loved ones of Jeavon ‘Unkle Mehnn’ Sasso. A legend in his own right who created his own path and entertained generations after generations! Until we meet again, sing in peace, Sasso.”

On Facebook, Jougo of Homegrown Studio wrote, “I’m lost for words right now. Rest in peace my brother, love always. #unklmehn #sasso #loveyou.”

Mac Milli also recalled performing alongside Sasso: “We didn’t even have to see you … your voice alone let everyone know who it was. TB to Juvay morning east end alongside The Association & Friends … we had a blast mehn, so much fun. Memories is all we got! You will be deeply missed. Keep singing in heaven. #Legend #UnkleSasso.”

Authorities said the investigation into the crash remains ongoing.

Governor Daniel Pruce has joined the many voices paying tribute to Eileene L. Parsons, OBE, following her death on Sunday, June 22, at age 94.

In a message shared on social media, Governor Pruce described Ms. Parsons as “a remarkably kind person who had an enormous positive impact on the Virgin Islands.” He added, “My thoughts are with her family and friends.”

Alongside his message, the Governor posted a photo of himself with Ms. Parsons taken earlier this month at the King’s Birthday Party — one of her final public appearances.

Parsons, a pioneering political and cultural leader in the British Virgin Islands, was the first woman to serve as Government Minister and Deputy Chief Minister. She died just weeks before her 95th birthday.

“May she rest in peace,” the Governor wrote.

Eileene Lucia Parsons, OBE, a former Government Minister and one of the British Virgin Islands’ most influential cultural and political figures, died on Sunday, June 22, at Dr. D. Orlando Smith Hospital. She was 94.

Her passing was confirmed in an official statement by Premier Dr. Natalio Wheatley, who called her “a trailblazer, a cultural icon, and a patriot whose legacy is woven into the very fabric of our society.”

Parsons, who was born on July 5, 1930, spent much of her life in public service and cultural work. She was the first woman to hold the roles of Government Minister, Deputy Chief Minister, and Deputy Speaker of the Legislative Council. Alongside Ethlyn Smith, she was one of the first women to serve in the Legislative Council, and one of the first at-large members ever elected.

“Ms. Parsons was a pioneer who shattered barriers and opened doors for future generations of women leaders,” Premier Wheatley said.

Her background in education and hospitality included studies in Puerto Rico, New York, and Florida International University, where she studied hospitality management. She later used her skills to serve in government, particularly in areas like education, health, and community development.

Parsons was best known for her dedication to preserving and promoting the culture of the Virgin Islands. She founded the BVI Heritage Dancers and helped lead several cultural groups, including the Community Singers. As a Government Minister, she was the first to make it possible for local cultural groups to travel and perform overseas.

“She made sure our culture wasn’t just kept at home—it was shared with the world,” the Premier said.

In 2013, Parsons was appointed an Officer of the Most Excellent Order of the British Empire (OBE) for her contributions to public life. The auditorium at H. Lavity Stoutt Community College, where she also worked as a cultural officer, was named in her honor.

Outside of her official roles, she had a strong love for softball and horse racing and stayed active in community life well into her later years.

Parsons died just two weeks before her 95th birthday. Funeral arrangements have not yet been announced.

“Virgin Islanders will miss her voice, presence, and contributions at home and abroad,” Premier Wheatley said. “We are forever grateful for her service and the mark she’s left on this Territory.”

Gertrude Aloma Callwood, the heart and soul behind Gertrude’s Beach Bar, passed away today, August 18, at the age of 78. Born on March 9, 1946, Gertrude was a beloved figure in the Jost Van Dyke community, known for her warm hospitality, infectious smile, and the welcoming atmosphere she cultivated at her famous beach bar.

In a heartfelt Facebook post shared by her family earlier today, they announced the sad news: “Good day beautiful family and friends of Mama Gertrude of Gertrude’s Beach Bar. It is with sad news that we announce the passing of our dearly beloved mother, sister, aunt, granny, friend.”

They continued by asking for the community’s support: “Please, we are asking if you have any memories or pictures of Mama Gertrude to please flood her timeline at this moment. Thank you. May the memories of her passionate love remain in our hearts forever.”

For decades, Gertrude’s Beach Bar was more than just a place to grab a drink or enjoy the ocean breeze; it was a gathering spot for locals and visitors alike, where people felt like family. Dr. Quincy Lettsome, a dedicated educator and influential figure in the British Virgin Islands, passed away today, February 13 at the age of 82 years.

He started his career as a primary school teacher and worked his way up to become a high school principal and later a curriculum development officer at the Ministry of Education.

Born in 1942 in Long Swamp, East End, Dr. Lettsome grew up in a time when agriculture was the main occupation in the BVI. He hailed from a family of six siblings and was raised with a strong sense of moral training. Education played a significant role in his upbringing, and he attended the East End Methodist School, which had a long history dating back to 1789.

In 1956, Dr. Lettsome became one of the pioneer commuting students of the Virgin Islands Secondary School. He commuted daily from East End to town, thanks to the assistance of the late Honourable Leslie Malone, who provided transportation. Dr. Lettsome excelled academically and was an athletic champion during his time at school.

After graduating in 1960, Dr. Lettsome embarked on a teaching career, starting at the Post-Primary Department of the Road Town Primary School in 1961. He later pursued further education at the Leeward Islands Teachers Training College in Antigua, graduating in 1965. Dr. Lettsome then served as the principal of Cane Garden Bay Methodist School for two years, where he faced challenges but found great fulfillment in directing the lives of young children and teachers.

In 1968, Dr. Lettsome was transferred to the Road Town Primary School, the largest primary school in the BVI at that time. He became an influential figure in education, serving as the president of the BVI Teachers Association and advocating for better pay for teachers. Dr. Lettsome’s dedication and efforts led to an increase in teacher salaries, benefiting not only educators but all civil servants.

Dr. Lettsome’s passion for education and his expertise in curriculum development led him to join the Education Department in 1986 as a curriculum officer. He held a master’s degree in curriculum development and completed his Ph.D. in the same field in 1991. Dr. Lettsome continued to contribute to education until his retirement in 2003, accumulating an impressive 43 years of service.

Throughout his career, Dr. Lettsome impacted the lives of countless students and colleagues, leaving a lasting legacy in the field of education in the British Virgin Islands. His commitment to providing quality education and his dedication to the betterment of teachers’ lives will always be remembered.

Dr. Quincy Lettsome will be deeply missed by his family, friends, and the BVI community. His contributions to education will continue to inspire future generations. As we mourn his loss, let us also celebrate the remarkable life and achievements of this remarkable educator.
