Government Ends Indefinite Work Permit Exemptions in Major Policy Shift
The Government of the Virgin Islands has announced the end of indefinite work permit exemptions, a move that officially closes a long-standing provision allowing some residents to work in the Territory without renewal requirements.
In a statement issued by the Ministry of Natural Resources, Labour and Immigration on November 11, officials confirmed that all indefinite exemptions are no longer valid. The change affects individuals who were previously granted indefinite status under the categories of Marriage or Minister’s Discretion, both of whom must now submit renewal applications.
Persons who obtained an exemption under the Education category will be required to apply for a standard work permit.
“The Ministry is informing the public that Indefinite Work Permit Exemptions are no longer valid,” the statement read. “Persons in possession of indefinite work permit exemptions under the categories of Marriage or Minister’s Discretion need to submit a renewal application. Persons who obtained an exemption under the category of Education, however, will be required to apply for a work permit.”
The Ministry also reminded residents that a work permit exemption “is a privilege and it does not represent a status.” Officials encouraged those who have lived in the Territory for ten years or more to apply for Residence status instead.
“The Ministry appreciates your understanding and cooperation in this regard,” the statement added.
Background: Policy Phased Out Since 2019
Indefinite work permit exemptions were once a hallmark of the BVI’s immigration framework, often granted to spouses of Belongers, long-term residents, or individuals approved under ministerial discretion. These exemptions effectively allowed recipients to remain and work in the Territory without renewing their permissions.
That began to change in 2019, when the government revised the policy to introduce term limits. Then-Labour Minister Hon. Vincent Wheatley confirmed in 2021 that the issuance of indefinite exemptions had ceased altogether.
“The most substantial change being where I added a term limit to the exemption, resulting in the ceasing of the issuance of indefinite work permit exemptions,” Wheatley said at the time.
The latest notice now brings full closure to that policy era, requiring all remaining indefinite exemption holders to regularise their status.
The Ministry’s latest move is part of a wider effort to modernise immigration and labour management across the Territory, ensuring greater consistency and accountability in the way residency and employment rights are granted.

Tarik Aaron Arrested on USVI Extradition Warrant
The Royal Virgin Islands Police Force has confirmed that Tarik Aaron was arrested shortly before midnight on Friday, April 17, on extradition orders issued by authorities in the United States Virgin Islands, and has since appeared before the Magistrate’s Court.
According to police, the arrest was carried out in connection with a request from USVI authorities, though further details have not been disclosed.

Civil Registry Announces Increase in U.K. Passport Fees Effective April 8
The Civil Registry and Passport Office has announced an increase in fees for United Kingdom passports, effective April 8, 2026.
According to the office, the revised fees apply to new, renewal and replacement passport applications, as well as other related services.
Under the new structure, the cost for a new, renewal or replacement adult passport has been set at £116.50, while the fee for a child passport is £75.50. Adult frequent traveller passports will cost £130.50, and child frequent traveller passports £89.50.
The fee for changes to an existing passport will also be £116.50. In addition, a delivery fee of £14.32 will apply.
The Civil Registry and Passport Office advised that the updated fees are now in effect and apply to all relevant applications submitted on or after April 8.
