Premier Urges UK to Revoke Order in Council Suspending BVI Constitution

Premier Dr. Hon. Natalio D. Wheatley has called on the United Kingdom to withdraw its Order in Council, which grants the power to suspend the British Virgin Islands’ constitution, during his address to the United Nations (UN) Fourth Committee on Special Political and Decolonisation at the 79th Session of the General Assembly in New York. Premier Wheatley stated that the order is no longer necessary, as governance reforms in the Territory are nearing completion.

“We maintain that the Order in Council is undemocratic, unnecessary, and should be lifted. Its removal would not only improve the UK-BVI relationship but also enhance the UK’s standing regionally and internationally,” Premier Wheatley said.

He also noted that he looked forward to welcoming the new UK Minister for the Overseas Territories, Hon. Stephen Doughty, to the British Virgin Islands in November for further discussions. The Premier expressed optimism that these talks would help forge a modern partnership between the UK and the BVI, focusing on self-determination, sustainable development, climate resilience, economic stability, security, and democracy.

Additionally, Premier Wheatley lauded the successful visit by the UN Special Committee on Decolonisation (C-24), which conducted a fact-finding mission in the Territory from 26-27 August to assess progress on decolonisation. He thanked the C-24, the Caribbean Community (CARICOM), the Organisation of Eastern Caribbean States (OECS), and the UK’s Permanent Mission to the UN for their roles in ensuring the visit took place.

While at the UN, Premier Wheatley met with Her Excellency Ambassador Menissa Rambally, Chair of the C-24 and Permanent Representative of Saint Lucia to the UN. Ambassador Rambally reaffirmed the C-24’s commitment to supporting the will of the people of the British Virgin Islands, as mandated by the committee.

Premier Wheatley delivered his statement on 7 October, accompanied by Special Envoy Mr. Benito Wheatley. The general debate of the Fourth Committee concluded on 16 October.

British Virgin Islands Elected to Leadership Role in Historic UN Decision

The British Virgin Islands (BVI) has been elected to a leadership role within the United Nations (UN) system, as a Vice Chair of the Economic Commission for Latin America and the Caribbean (ECLAC), solidifying its position as a key player in advancing the region’s economic and social development.

At the 40th session of UN ECLAC held in Lima, Peru, member states from across the Americas unanimously elected the BVI to the Vice Chairmanship, a position it will hold for the next two years. The BVI joins the leadership Bureau alongside Peru, which serves as Chair, and fellow Vice Chairs Colombia, Panama, and the Dominican Republic.

Special Envoy Mr. Benito Wheatley accepted the role on behalf of the British Virgin Islands, pledging full support for ECLAC’s agenda and for Peru’s leadership. “I am humbled by the decision of the Governments represented in UN ECLAC to elect the British Virgin Islands to serve as a Vice Chair of this important regional intergovernmental body,” Wheatley said. “It demonstrates the trust and confidence by our neighbours across the Americas in the British Virgin Islands and our commitment to the sustainability, climate resilience, economic development, and social transformation of the region.”

The election coincided with the 40th anniversary of the BVI’s Associate Membership in ECLAC, making the occasion particularly significant. Wheatley noted that the BVI is honoured to represent both its own interests and to be a voice for the wider Caribbean in ECLAC’s senior leadership.

In addition to its new Vice Chair role within ECLAC, the BVI currently serves as a Vice Chair of the Caribbean Development and Cooperation Committee (CDCC), ECLAC’s subsidiary body dedicated exclusively to the Caribbean subregion.

The 40th session of ECLAC focused on addressing critical development challenges facing Latin America and the Caribbean. Delegates debated and endorsed an ECLAC report titled ‘Development Traps in Latin America and the Caribbean: Vital Transformations and How to Manage Them,’ which highlights key obstacles to growth, including low capacity for economic expansion, high inequality and weak social cohesion, and ineffective governance.

With its election to this influential leadership position, the British Virgin Islands will play an integral role in shaping the economic and social development strategies for Latin America and the Caribbean, driving initiatives that support sustainable growth and regional cooperation.

The British Virgin Islands first joined ECLAC as an Associate Member in 1984 and has actively participated in regional efforts to promote economic resilience and governance reforms.

Virgin Gorda Residents Petition UK Governor for Urgent Healthcare Reforms

A group of concerned Virgin Gorda residents, represented by the Ad Hoc Committee for the Urgent Enhancement of Virgin Gorda Health Care, has taken their healthcare grievances directly to His Excellency Governor Daniel Pruce, seeking intervention and remedies for what they describe as a crisis in the island’s medical services.

Earlier today, the committee presented a petition signed by over 800 individuals, calling for immediate action to address the ongoing healthcare challenges on Virgin Gorda. Among the key issues discussed with Governor Pruce were the potential for UK grants, visiting medical staff from the UK, increased funding in the 2025 budget for healthcare on the sister islands, and the critical shortages of medical supplies. They also raised concerns over the incomplete construction of healthcare facilities, a leaking roof, and an aging generator, as well as the operational status of the North Sound Clinic and medivac options for emergencies.

While the petition garnered significant support both in-person and online, there were reports that others who share the same concerns refrained from signing due to fears of victimization.

In a statement, the committee highlighted the urgency of the situation, noting that the petition outlines several critical healthcare issues affecting Virgin Gorda. “The community hopes Governor Pruce will facilitate swift and meaningful dialogue with the Government of the Virgin Islands to address these urgent shortcomings,” the statement read. “The interaction was constructive, with a great exchange of ideas.”

The Ad Hoc Committee reaffirmed its commitment, along with the broader Virgin Gorda community, to ensure the well-being of residents and visitors, and looks forward to collaborating with the relevant authorities for long-term improvements.

Religious Leaders Rally Behind Healthcare Petition

The petition was bolstered by the support of Virgin Gorda’s religious leaders, who offered their prayers and full backing. In a joint statement, the island’s pastors expressed their solidarity with the committee. “We, the pastors of Virgin Gorda, stand in unwavering support of the healthcare proposal on behalf of the residents of the sister islands.”

The clergy emphasised that healthcare is not just a basic human right but a key factor in ensuring a stable economy and a healthy society. “For too long, the healthcare needs of the sister islands have been treated as secondary, leaving our communities with inadequate services that have dire consequences for our well-being,” they said.

Calling the situation urgent, the pastors urged the Deputy Governor and all relevant authorities to recognise the severity of the crisis. “We hope for swift and decisive action to ensure that the residents of Virgin Gorda and the sister islands receive the healthcare services they deserve,” they added, pledging their continued support and prayers for a prompt resolution to the healthcare challenges.

Virgin Islands Ministry of Education Launches Professional Development Series for Educators

The Ministry of Education in the Virgin Islands has launched a comprehensive Professional Development Series for educators, in collaboration with the Institute of Education at H. Lavity Stoutt Community College (HLSCC). This initiative, which began in September and will run through January 2025, aims to equip teachers with modern tools, strategies, and knowledge to meet the evolving needs of students.

Acting Chief Education Officer, Orlandette Crabbe, emphasised the Ministry’s commitment to ongoing educator support, stating, “Professional development for educators remains a top priority, as we continue our commitment to reimagining education in the Virgin Islands. By investing in our teachers, we ensure they are equipped with the most up-to-date tools and strategies to meet the evolving needs of their students.”

Crabbe also underscored the importance of the collaboration with HLSCC, noting that the partnership has been pivotal in building the capacity of Virgin Islands educators. “We look forward to future initiatives that will further strengthen this partnership and continue supporting the professional growth of our teachers,” she added.

The series offers sessions covering a range of critical topics, including innovative teaching techniques, classroom management, technology integration, and student engagement practices. These topics were chosen based on feedback from educators, ensuring relevance to the needs identified at all levels of the education system.

Sessions are designed in a multi-part format, allowing educators to explore concepts in depth and apply them in their classrooms. Participants will gain insights, actionable strategies, and valuable resources, with the ultimate goal of improving student outcomes. Additionally, the program fosters peer collaboration, encouraging the exchange of experiences and the cultivation of a professional growth culture among teachers.
